Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a commercial item procurement for the Lower Cape May Meadows  Cape May Point Environmental Restoration Project for Phragmites Mowing. Contractor shall begin mowing as soon as possible following award of contract, but NLT 6 February 2006 and shall complete all mowing within 45 days. The acquisition will be a best-value procurement using the lowest price technically acceptable source selection process and the procurement pro cess prescribed in FAR Part 12 Acquisition of Commercial Items. Best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. The evaluation factors that establish the requirements of acceptabilit y are as follows: (1) Contractor must demonstrate experience working in sensitive wetland areas with minimal impact to non-target vegetation and the surrounding area by submitting documentation of at least 2 previous jobs of this nature completed in wetl ands within the last 5 years. Each project description must include references to vouch for the success of these projects (2) The equipment utilized for this work must be a low ground pressure vehicle with a pressure rating less than 2psi, capable of sati sfactorily working in wetlands and some standing water with minimal ground disturbance. In addition, the equipment utilized for this job must have the mowing/cutting apparatus on the front of the vehicle so that the vegetation is not crushed prior to bein g cut. Contractor must submit a description/ specifications of the vehicle/equipment to be used and (3) Contractor must have the ability to record, using a GPS system, the areas mowed. Offers will be reviewed for completeness in satisfying the requiremen t of the RFQ. The RFQ will be available on or about 19 January 2006. Contractors must register on the Internet and download the solicitation package and all amendments from the following address: https://www.fedteds.gov on or after the issue date of the solicitation. If any information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notice of the solici tation or any amendments. Hard copies will not be available. Offers will be due on 27 January 2006 at 2:30 p.m. ET and must be mailed to USACE, Philadelphia District. Offerors are responsible for printing paper copies of the solicitation. This procurem ent is Small Business Set-A-Side. The NAICS Code is 541620 with a size standard of $6 million. Affirmative action to ensure equal employment opportunity is applicable to the resulting contract. Award will be made as a whole to one offeror. No other not ification to firms for this project will be made. All contractors must be registered in the DODs Central Contract Register (CCR) before award as required by DFARS 204.7300.
