Description
NAICS Code: 334513 Stainless Steel Lysimeters This is a combined synopsis/request for quote (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The requirement is 100% set-aside for small businesses. The identifying RFQ number is RFQ-OH-06-00055. The RFQ and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 05-06. Quotes are being requested and a written RFQ will not be issued. A firm fixed price purchase order is anticipated to result from the award of this RFQ. However, offerors are requested to provide a breakout of prices for each task described in the statement of work (SOW). Shipping charges need to be included in price. The NAICS code is 334513, and the size standard is 500 employees. The SOW for the Stainless Steel Lysimeters is as follows: TASKS TASK 1. Kickoff Meeting The meeting with the EPA staff should take place, in person, at ORD's Cincinnati office. There are two purposes for the meeting: 1. Discussion of the lysimeters and monitoring system design. 2. Define the roles and responsibilities of the various systems. TASK 2. Finalizing Lysimeter Design and Instrumentation The contractor shall provide the EPA with a final design of the lysimeter system. The design shall include a detailed outline of the various parts of the system as well as a break down of the electronics and data acquisition system. The design shall also provide a sound foundation upon which to write an experimental methodology for future work. TASK 3. Delivery of 4 Base Units The contractor shall deliver four stainless steal (SSL) base units (one for each lysimeter) capable of holding the weight of each lysimeter filled with water. TASK 4. Delivery of Two Stainless Steal Lysimeter Stacks The contractor shall deliver two un-instrumented stainless steel stacks. The vessel shall be modular, to allow for different configurations as presented in Figure 1. The lysimeter shall be 2 feet in diameter and 10 feet high. Each lysimeter shall be air and water tight. The Lysimeter shall be strong enough to be completely filled with water. Figure 1. Lysimeter Diagram TASK 5. Delivery of Two Stainless Steal Lysimeter Stacks The contractor shall deliver two un-instrumented stainless steel stacks. The vessel shall be modular, to allow for different configurations as presented in Figure 1. The lysimeter shall be 2 feet in diameter and 10 feet high. Each lysimeter shall be air and water tight. The Lysimeter shall be strong enough to be completely filled with water. Task 6. Delivery of Lysimeters Temperature Control System The contractor shall deliver and install the lysimeters temperature control system. The temperature control system shall consist of a hydronic heating system (circulating warm water in tubes) wrapped around the modular rings, which keeps them at the desired temperature set point, within the range 35?C to 55?C. Each of the two pairs of lysimeter stacks shall have a separate temperature control unit. Task 7. Delivery of Solid Waste Compaction Unit The contractor shall deliver the solid waste compaction system. The portable press shall be designed so it can be moved into place over each lysimeter stack, as it is being filled to compact the contents to 44lb/ft3. TASK 8. Delivery of Leachate Collection and Liquids Addition/Recirculation System The contractor shall deliver the leachate collection and liquids addition/recirculation system. The system shall provide each lysimeter with a sump constructed from 11 gage stainless steel, which measures 16" x 8" x 8" deep, with an acrylic plastic cover. An air-driven diaphragm pump shall be used to move the accumulated leachate from the sump to the top of the lysimeter stack, where it is sprayed through a set of two nozzles, at a rate of about 3L/min. A controller shall be installed to monitor the level of leachate in the sump and activate the pump as needed. A drawdown of 2" in the level in the sump shall produce about 4 L. TASK 9. Delivery and Installation of Leachate Monitoring System The contractor shall deliver and install the leachate monitoring system. The system shall contain sensors for pH, ORP, D.O., and Conductivity shall be mounted either onto the cover of the sump or in a flow through cell. The pH electrodes shall be glass double junction type, with temperature compensation. The ORP electrodes shall also be glass with platinum bands. The Dissolved Oxygen sensor shall be a Clark Cell type polarigraphic probe, with three electrodes. The wetted materials need to be silver, gold, 316SS, Teflon?, and Noryl?. The conductivity of the leachate shall be measured using an electrodeless toroidal sensor. This type of sensor avoids problems of fouling, and is encapsulated with inert PFA Teflon?. Thermocouples that are used to measure the temperature at four intervals on the lysimeter stack, using ports on the short segments shall be delivered. The type-T thermocouples are sheathed in 316 SS and mounted in a fitting that allows insertion at up to 12" depth. The instrumentation shall have a front panel mounted transmitters that display the various readings with an output that is capable of being transmitted to a data acquisition system modules, in the enclosure. The modules shall be able to connect to a remote computer using RS-485 protocol and a USB interface. TASK 10. Delivery and Installation of Moisture Content Measuring system The contractor shall deliver and install the moisture content measuring system. The moisture content within each lysimeter shall be measured using a Time Domain Reflectometry (TDR) system. The system shall also include an enclosure that houses the moisture content measuring system, which shall have an adequate number of channels to accommodate 4 more lysimeter stacks in the future. The system needs to communicate using RS-232 protocol with a computer running the WinTrase? software package. TASK 11. Delivery and Installation of Gas Collection and Monitoring System The contractor shall deliver and install the moisture content measuring system. Gas generated from each lysimeter shall be vented in a safe method. The gas flow generated by each lysimeter shall be monitored and analyzed for methane, carbon dioxide, carbon monoxide, oxygen, hydrogen and hydrogen sulfide. Ports on the outlet gas line shall allow for gas samples to be collected and analyzed. TASK 12. Delivery and Installation of the Data Acquisition System The contractor shall deliver and install a data acquisition system that would collect real time data. The data acquisition system shall be installed on a remote computer located in an office area, and shall run a software package called WinWedgePro? which logs and displays the data directly in an Excel? spreadsheet. TASK 13. System Tests The contractor shall test the functionality of the lysimeter system to be air tight as well as the functionality of the data collection and acquisition systems. III. ACCEPTANCE REQUIREMENTS Delivery of four fully functional, air tight temperature controlled lysimeters with a data acquisition system and a solid waste compactor. PAST PERFORMANCE Contractors shall provide demonstrated performance on contracts/subcontracts/orders completed during the past three years and contracts/subcontracts/orders currently in process, which are similar in nature to this requirement. For each contract/subcontract/order identified, include a brief synopsis identifying the client for whom the services were performed and the client point of contact and telephone number. FOB point shall be destination. The following clauses apply to this request for quote: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items, and the specific evaluation criteria is as follows: (1) Technical acceptability of the item offered to meet the Government's requirement and (2) Technical acceptability shall be evaluated on a pass or fail basis (with the lowest price technically acceptable receiving award). Offers shall provide descriptive technical literature and other documentation as necessary, in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above; FAR 52.212-3, Offeror Representations & Certifications-Commercial Items, shall be completed by offeror and submitted with quote, unless the offeror's registered with CCR; FAR 52.212-4, Contract terms & Conditions-Commercial Items; The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items will apply, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-3, 52.225-13.
