Description

Services, non-personal to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to construct Squadron Operations Facilities / Combat Readiness Training Center, Alpena, MI Project Number TDVG989080 . The Project consists of constructing four separate buildings: The new Command Post is a 3,339-sq. ft. facility, including all appropriate utilities. This facility will be located between G and H street on Hercules Ave. The two new Squad Operations Facilities will be 12,786 sq. ft. per facility, including all appropriate utilities. There will be two separate Squad Operations Facilities. The north facility will be located between H and I streets on Hercules Ave. The south facility will be locat ed south of F street on Hercules Ave. The new ORE/ORI facility is an 4,000 sq. ft. facility, including all appropriate utilities. This facility will be located to the north of the intersection of J street and Thunderbolt Ave. The estimated cost range of this project is between $5,000,000 and $10,000,000. The total construction performance period is 546 calendar days after receipt of NTP. The solicitation issue date is on/about 1 February 2006. Proposal Closing date is on/about 3 March 2006. A firm -fixed price contract will be awarded. This solicitation is being issued UNRESTRICTED in accordance with the Small Business Competitiveness Demonstration Program (Ref: FAR 19). Notice of Price Evaluation Preference for HUBZone Small Business concerns in accordance with FAR 52.219-4 is applicable. The North American Industry Classification System (NAICS) Code is 236220 and the Size Standard for Small Businesses is $28.5 million annual receipts for the past 3 years. A Small Business subcontracting plan wi ll be required if the offeror is a large business in accordance with FAR 19.702. The solicitation package will be issued via the web only. All amendments, site visit minutes and questions will be posted on the web. There is no charge for the plans and s pecifications, which will be available through the following Internet site http://www/nationalguardcontracting.org . All contractors and subcontractors interested in this project must register at the site. For security reasons all potential offerors, pla n rooms and printing companies are required to register in the Central Contractors Registration (CCR) http://www.ccr.gov and the Federal Technical Data Solution (FedTeDS) https://www.fedteds.gov in order to view or download the plans or drawings from the web site. Interested offerors are required to submit their representations and certifications on line at http://orca.bpn.gov. The contract will be awarded under Source Selection procedures conducted in accordance with FAR Part 15.3 and DFARS Part 215.3. Evaluation factors include Past Performance and Price. The Government intends to award without discussions, therefore, the offerors initial proposal shall contain its best terms. There will be a Pre-proposal Conference, date will be announced at a later date.
