Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 82896 is issued as a Request for Quotation (RFQ) through Federal Acquisition Circular 05-06. The NAICS code is 339920 Sporting and Athletic Goods Manufacturing, and the small business size standard in number of employees is 500. This procurement is a small business set aside. Overview of Requirement The United States Secret Service (USSS) has a requirement for: 0001 Cardboard target backers, 24 X 45, total quantity: 7,400. They shall be shipped 500 per box, flat. Shipment: 14 boxes with 500 each, 1 box with 400. 0002 USSS silhouettes, hostile figure, 22.5 X 35, total quantity: 71,700. They shall be shipped 500 per box, flat. Shipment: 143 boxes with 500 each, 1 box with 200. 0003 Delivery: The anticipated delivery date is 30 days after award for each line item. Format for Quote Part A. Pricing - the offeror shall provide a total price for each line item: 0001 Cardboard target backers 24 X 45, total quantity: 7,400. Used for indoor/outdoor ranges as a mounting tool for targets. Corrugated cardboard. 0002 USSS silhouette, hostile figure 22.5 X 35, total quantity: 71,700. Part Number MPPC or equivalent. Cardboard. Black ink. 0003 Delivery cost to Laurel, Maryland in shipments specified (500 items each), flat. Part B. Sample. Include a representative sample for line item 0001 and/or 0002. No sample will be returned. A quote for line item 0001 must include one cardboard target backer; a quote for line item 0002 must include one USSS silhouette, hostile figure. Failure to include a sample for either line item means the quote for that line item will not be considered. Part C. Contact Information and Offerors Representations and Certifications The Offeror shall provide the name, title, telephone number, fax number, and email address of the point of contact and the nine-digit DUNS. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment from any award resulting from this solicitation. The Government shall search ORCA for the listing of the offeror. Evaluation Factors The Government intends to award a fixed price contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An award may be made to other than the lowest-price quote received. The Government may make multiple awards. The quote will be evaluated on the sample provided and price. All responsible small business sources may submit a quotation which will be considered by the USSS. The following DHS Provision are applicable: 3052.209-70 Prohibition on Contracts with Corporate Expatriates 3052.204-90 Unauthorized Use of Name The following FAR provisions and clauses apply to this acquisition: If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy America Act -- Supplies," the offeror shall so state and shall list the country of origin. Buy American Act - Supplies; Offerors are reminded that the Buy American Act restricts the purchase of supplies that are not domestic end products.
