- SUBJECT: Request for Information ? Portable Aeromedical Evacuation Frequency Converter System with integrated Spark Arresting Electrical Outlets/Non Arcing Electrical Outlets/Spark Inhibiting Receptacles The Human Systems Group is seeking information from sources that are capable of providing a frequency converter with integrated spark arresting technology to replace the existing Portable Aeromedical Evacuation Frequency Converter. The device will be used on Air Force Cargo aircraft in support of the aeromedical evacuation mission. The device and its platform must be approved for use during all phases of flight onboard all USAF aircraft (including fixed and rotary wing) and must be capable of safely operating in a fuel rich/explosive environment. PURPOSE: To convert 115VAC/400Hz/3 Phase electrical current (aircraft power) to hospital grade 115VAC/60Hz/1 Phase (grounded) power for use with hospital medical equipment onboard Aeromedical Evacuation aircraft through a minimum of six standard three-prong house-hold outlets. The technology must integrate with an electrical receptacle assembly installable in a device for use in an environment requiring a load dampening capability for eliminating load induced arcing when an operating electrical device is disconnected from the receptacle. Please provide to following information: I. A complete product description to include the following capabilities at a minimum: a. Description of spark arresting technology b. Input (1) Voltage range; 115/200 Vrms L-L (2) Configuration; 3 Phase, delta or wye (3) Frequency range; 360-440 Hz (4) Protection: (a) Under and Over Voltage (b) Phase Rotational Sensing; internal protection prevents operation if phase rotation is other than A-B-C (c) Loss of Phase; no damage by loss of any single phase; at potentially damaging load under two phase operation, unit will turn off (d) Overcurrent; excessive input causes magnetic circuit breaker to turn off (e) All switches must be brushless c. Output (1) Power 3500VA (2) Overload; 4100VA for 5 minutes (3) Configuration; single phase (4) Voltage regulation; 115 +/- 3Vrms under conditions of line, load, and temperature (5) Frequency Regulation; 60 +/- 0.7 Hz under all conditions of line, load, and temperature (6) Harmonic Distortion; 5% maximum (7) Power Factor range; 0.80 Lagging to 0.80 Leading (8) Efficiency; 80% minimum (9) Protection; overload and short circuit (10) All switches must be brushless switches. d. Temperature (1) Operating; 0 degrees C to +49 degrees C at 3500VA (2) Storage; -40 degrees C to +60 degrees C e. Weight (1) Weight should not exceed 55 lbs (single-person lift/carry). (2) An integral portable carrying case with tie-down points (device will be secured with standard 10K pound aircraft tie-down strap/straps to aircraft floor). The bottom of the carrying case will have insulated and/or rubberized pads to reduce damage to aircraft floor and reduce electrical arcing hazard II. Miscellaneous (1) The unit may be used in a fuel rich environment thus spark arresting outlets and switches are required (2) The 25ft. power cable input/output electrical connections (twist type cannon receptacles) will resist twisting and excessive wear which have historically contributed to wire connectors grounding out and electrical shock to crewmembers (3) Portable carrying case will have secure storage capacity for the converters 25ft. power cable, KC-135 and KC-10 adaptive electrical pigtail cords (4) The minimum six outlets on converter will have light emitting diodes that provide visual indication of actual amperage consumption -- Minimum of three duplex outlets on converter will have digital display that provides visual indication of actual load current (5) A minimum of three duplex outlets will be available with dedicated power on/off switches (6) Estimate the delivery time from award of contract. (7) Provide current points of contact for any government contracts you have had for similar items (8) Provide any information regarding the length of warranty and what is covered (9) Provide limitations on seller liability (10) Provide a description of quality assurance provided in production. (11) Product will be fully operable to withstand moisture, sand, dust and vibration, and numerous loads on/off military motor vehicles (12) Provide current Operations and Maintenance manuals *******NOTE****** This synopsis is for information and planning purposes only and is not to be construed as a commitment by the government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this RFI is strictly voluntary and will not affect any corporation's ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources. Any requests for a solicitation package will be disregarded. Technical questions will be submitted to the Program Manager, Lt. Timothy Conley at timothy.conley@brooks.af.mil. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in responses to this RFI and the Government's use of such information. Submittals will not be returned to the sender. Respondents of this RFI may be requested to provide additional information/details based on their initial submittals. The Government recognizes that proprietary data may be part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Government reserves the right to select one, some, or none of the submissions for further investigation. Submissions shall not exceed ten (10) 8.5 X 11 inch, single-sided pages per product. Product MSDS, independent technical reports, and laboratory reports may be attached in an appendix and will not count against the length requirement. Vendors who submit packages for review do so with the understanding that U.S. Government personnel as well as their support contractors will review their material and data. Respondents will not be contacted regarding their submission or information gathered as a result of this notice nor the outcome of the Government's review of the solicited information.
