PROCUREMENT SENSITIVE FOR OFFICIAL USE ONLY REQUEST FOR INFORMATION (SOURCES SOUGHT) FLAMELESS THERMAL OXIDIZER DATED 18 JANUARY 2006 U.S ARMY CORPS OF ENGINEERS, OMAHA DISTRICT Document Type: Request for Information (RFI) / Sources Sought Remarks: The U.S. government is inquiring about the availability of contractors who can provide all the equipment and materials required for the installation and startup of a Flameless Thermal Oxidizer (FTO) unit at the Pemaco Superfund Site, located in Maywood, Ca lifornia. The requirements are as follows: 1. The Flameless Thermal Oxidizer (FTO) unit will be fed by two blowers with a maximum combined output range of 650 to 950 standard cubic feet per minute (SCFM). The blowers will be oil sealed liquid ring high vacuum blowers. The FTO shall be compatible with the effluent from this type of blower. The FTO shall have an acid gas removal and control scrubber built on that provides removal of 99% (by weight) of acid gas. 2. Variable Frequency Drive (VFD) for draft fan, allowing adjustment of motor speed to maintain constant pressure or flow conditions at the customer's equipment, or to respond to flow control signals. 3. Effluent air must be run through a carbon polishing step per EPA requirements. The FTO must contain a stack bypass (bypass dampers) so that effluent air can be diverted through carbon. 4. Rollers shall be welded to one side of the skid to facilitate movement into the treatment compound building. 5. Stainless steel isolation valve between extraction blowers and FTO, to allow operation on clean air during warm up, prior to start-up of extraction blowers. 6. Operational data collector/recorder that is capable of synchronizing with the treatment plant PLC. In addition to the above items, the FTO/Scrubber design shall conform to the following: 7. FTO must be manufactured per NEMA standards for outdoor installation (except for control panel), be skid mounted, and moveable with conventional moving equipment. 8. The average estimated VOC concentration is 315 ppm. Spikes in concentration may reach 100 times this value. The VOC mix is anticipated to include 75% TCE, 10% PCE, and 15% BTEX. The FTO should be capable of handling a wide range of VOC contaminants i ncluding t-1, 2-Dichloroethene, Vinyl Chloride, Acetone, 1,1-Dichloroethene, 1,1-Dichloroethane, c-1,2-Dichloroethene, 1,1,1-Trichloroethane, Benzene, Toluene, Trichloroethene, Tetrachloroethene, Ethylbenzene, p/m-Xylene, o-Xylene, 1,2,4-Trimethylbenzene, MTBE, Carbon Disulfide, and Hexachloro-1,3-Butadiene. 9. The average VOC destruction removal efficiency shall exceed 99%. 10. The FTO should be capable of normal operation temperature range of 1900 to 2100 ?F. 11. Due to safety and community concerns, ramp up to operating temperature, and cool down should take no longer than approximately 15 seconds. 12. The FTO is required to have ultra-low NOx and CO emissions, greather than 10 ppm at to 3% O2. 13. Must be easily connected to existing utilities: natural gas, electrical, water, and sewer. 14. O& M Manuals and field service start-up engineering support and operator training. 15. PLC and control package, including system on/off, blower on/off, burner on/off, system on light, burner on light, ready light, over temperature light/reset, alarm light/reset, emergency shutoffs, temperature monitoring and control, automatic system on- off, automatic remote dial-up in the event of a shut down, and air flow. The FTO PLC must be capable of interfacing with the treatment compound PLC. INSTALLATION AND START-UP REQUIREMENTS The USACE requires that the FTO be fully assembled and test fired prior to shipment. Once a unit has passed all QC tests, it should be disassembled and delivered to the Site. A suitable concrete pad and building will be provided for housing the FTO. It will be positioned inside a 4 in. high (secondary containment) conc rete berm. Therefore the FTO will need to be slid or rolled through a roll-up door over the berm and into place. The following requirements are requested for installation and start-up, and may be provided as optional line items in the cost proposal to be submitted: 1. Delivery costs (Freight). 2. 5 days of technical assistance and onsite service. 3. Floor connection specifications. Assumptions: " The Buyer and Seller will agree upon a contractual agreement for payment terms and conditions for equipment sales. " The Seller requires 16 weeks lead time - from time of order placement to shipping date. " The exterior of the treatment compound will be completely accessible by conventional, wheeled vehicles or trucks. " The Seller will not be responsible for utility connections. " Permits for use of and access to areas required to conduct the work will be obtained by the Buyer. Utility company representatives (if applicable) will be notified by the Buyer as appropriate. " After completing installation, the Seller shall promptly remove all equipment and material from the site, and make a reasonable effort to restore each area to its original condition. " The Seller will provide assistance/tutorials on start-up and operation. " The Seller will warranty their work and materials to perform as claimed. " The Seller will provide trouble shooting assistance. The Seller shall adhere to the most stringent standards set forth by federal and state regulations. The Seller shall furnish documentation proving that their Flameless Thermal Oxidizer unit will meet the fore mentioned technical criteria. No worn or obso lete equipment shall be used. The Seller will provide guidance on the off-loading and placement of the FTO on the concrete pad. Your participation in this market research is encouraged and welcomed. Contractors are expected to respond with all pertinent information within 14 calendar days of RFI issuance date.
