Answer #2: There is no spectral range requirement. To reduce cost, the EPA will use an existing cold filtered High D* InSb detector optimized for formaldehyde detection in the 2800 cm-1 region. Question #3: Can we get a short extension for our response? Answer #3: No, a time extension is not approved. Due date for quotes is 01/19/06 at 3:00PM (EST) Long-path 78 m extractive-cell Fourier Transform InfraRed (FTIR) System This is a combined synopsis/request for quote for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotes are being requested and a written RFQ will not be issued. Shipping charges need to be included in price. The NAICS code is 334516. The acquisition is 100% set-aside for small businesses. The specifications for the long-path extractive Fourier Transform InfraRed (FTIR) system capable of measuring formaldehyde concentrations in ambient air with sub part per billion detection sensitivities are as follows: To minimize cost, the contractor may elect to utilize existing EPA "trade-in" equipment in the construction of the instrument as detailed below: Specifications: 1. The contractor shall construct a fully functional long-path 78 m extractive-cell FTIR system, with the following specifications: 1.1. An optical path length greater than 75 m with temperature and pressure monitoring. 1.2. An FTIR interferometer with a signal to noise ratio performance factor equivalent to or better than 3x10-6 at 4 wavenumber resolution. 1.3. Fully automated control, acquisition, and analysis software. 1.4. All necessary equipment for long-term ambient air sampling for the purpose of automated formaldehyde quantification. Note: An existing EPA 32 m heated extractive FTIR optical cell may be used for rebuild components or as a trade-in to reduce the cost of the system. An existing EPA InSb detector may also be utilized to reduce the cost of the system. In lieu of using existing EPA components, a contractor's used system is also acceptable, if it meets the specifications stated above. Acceptance Test: The contractor shall verify the performance of the instrument for detection of formaldehyde at sub part per billion levels in ambient air, and generate a performance report. The completed system shall be delivered NLT 12 weeks after receipt of award. Delivery will be to the EPA facility located at 4930 Page Rd, Durham, NC 27703. The government anticipates award using simplified acquisition procedures of a purchase order resulting from this RFQ to the responsible offeror whose offer is most price advantageous to the government. FOB point shall be destination. The following clauses apply to this request for quote: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items, and the specific evaluation criteria is as follows: (1) Technical acceptability of the item offered to meet the Government's requirement and (2) Technical acceptability shall be evaluated on a pass or fail basis (with the lowest price technically acceptable receiving award). Offers shall provide descriptive technical literature and other documentation as necessary, in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above; FAR 52.212-3, Offeror Representations & Certifications-Commercial Items, shall be completed by offeror and submitted with quote, unless the offeror's registered with CCR; FAR 52.212-4, Contract terms & Conditions-Commercial Items; The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items will apply, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-3, 52.225-13.
