Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Engineering and Technical Services is conducting a market survey to determine the availability of a contractor with extensive experience in frequency management and transmission scheduling for U.S. international broadcasting. The individual must have a strong background in mathematics and computer programming, particularly database formation and management, must have an in-depth understanding of international frequency and spectrum management regulations of U.S. international radio broadcasting, must have demonstrated experience in transmission scheduling and must hold a high-level U.S. security clearance. Interested parties shall submit a capability statement to include a description of their qualifications with documentation to support their experience in frequency and spectrum management and transmission scheduling in the international broadcasting arena. The contractor’s capability statement must include the names, addresses, telephone numbers and e-mail addresses of points of contact with direct knowledge of the parties’ experience and skills. This documentation should be sent by 2:00 p.m. EST, December 30, 2005 to the following address: Sheila L. Webb, Purchasing Agent, Office of Contracts, M/CON/SA Broadcasting Board of Governors, Room 2512, Switzer Building, 330 C Street, S.W., Washington, D.C. 20237. Submittals may be sent by facsimile to (202) 205-1921; by courier to the above address; or via e-mail address to: swebb@ibb.gov. No telephone responses are acceptable. If determined to be in the best interest of the U.S. Government, qualified sources responding to this market survey may be requested to provide follow-up information. Contractors will be notified if their documentations, as verified by the IBB, supports the requirements needed. This notice is not an RFP, IFB, or RFQ.
