Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be provided upon request. The solicitation number HSFE06-06-R-2558 is issued as a request for proposal (RFP). A solicitation document may be requested which contains provisions and clauses as stated in the Federal Acquisition Circular. This is a 100% small business set-aside with a $30,000,000 size standard. The contractor shall provide billeting system, kitchen/dining facility/food services, moral welfare and recreation, administrative, power and HVAC, ablution, water wastewater system, solid waste management, security, medical, staffing, fuel service, and various miscellaneous support equipment. Line item detail shall be provided in the solicitation. The following clauses are incorporated by reference 52.212-1,52.212-3,52.212-4, and 52.212-5. Upon request, offeror may review additional terms and conditions annotated in the solicitation. The Defense Priorities and Allocations System are not applicable to this commercial acquisition. Evaluation criteria shall include the following: Past Performance (45%),Technical Performance (40%), Price (5%), Subcontracting Plan (5%), and Capacity to Accomplish the Work in the Required Timeframe (5%). Numbered notes are not applicable to this requirement.
