Description
The New York District intends to solicit and award a maintenance dredging project with contaminated dredged material for Glen Cove Creek, NY. The project will be solicited by IFB. This notice serves two purposes: 1) to notify potential dredging co ntractors and/or environmental services companies of the project, allowing them sufficient time to consider collaborative relationships; and 2) to determine if there will be an adequate number of interested and qualified contractors and or joint ventures t o perform the work described below. The work to be performed will be the maintenance dredging of approximately 27,000 cubic yards of material from Glen Cove Creek, NY. During a previous maintenance dredging of the creek a small amount of radioactive material was discovered. The radioactive material consists of discrete pieces of tungsten slag/ore in sizes from pea gravel to cobbles. This project will entail the completion of maintenance dredging of the creek with the placement of the dredged material in an upland disposal site provided immed iately adjacent to the creek. The contractor will be required to construct a dike on the provided upland disposal site to contain the dredged material, with filtered dewatering required. Material for the construction of the dike will be provided by the Ci ty of Glen Cove if required. Immediately after the maintenance dredging of the creek, a radiological scan of the creek bottom will be performed by a government contractor to determine if any radiation hot spots still exist in the creek and if further dredg ing of those specific areas will be required. The creek will be separated into acceptance areas to minimize operational delays due to the radiological scanning. Due to the presence of radioactive material, additional safety and health precautions along w ith monitoring will be required at the site during the dredging operations. The material to be dredged is expected to range from sand to silt. A significant amount of debris is expected to be encountered during the maintenance dredging of the creek, which is expected to consist of wooden piles, some boulder size stones and smalle r debris items. The debris removed from the creek is to be sorted and disposed of at an approved upland disposal area. In addition during the dredging of the creek some oily material areas are expected to be encountered and the contractor will be requir ed to provide booms to adequately contain the oil and control turbidity during the maintenance dredging operations.
