Description
This is a combined Synopsis/Solicitation for a commercial item Voice Recorder for the Bureau of Land Management, Alaska Fire Service, Ft. Wainwright, Alaska. This announcement constitutes the only solicitation and a written solicitation will not be issued. Firm, fixed price offers are requested under the Request for Quotes (RFQ) LAQ062005. This document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-08. This solicitation is set- aside 100 % for small business. The North American Industry Classification System (NAICS) code is 423690 with a size standard of $13 million. Please submit quotes by February 17, 2006 to The Bureau of Land Management, attn; Terese Bertini, 222 W 7th Ave. #13, Anchorage, AK 99513 Radio Voice Recorder Specifications Recorder Hardware 3 separate recorder systems (24 channel, 12 channel, and 8 channel) required. Systems must record radio channels from AFS consoles via 2- or 4-wire circuits. Record activation must be configurable on a per channel basis and must support at least VOX, Off Hook, and continuous activation. System must provide at least 30,000 channel hours of online call storage. Online call storage must be implemented using hot-swappable RAID disk drives using a minimum of RAID-1. System must provide ability to archive data on a removable Serial ATA hard drive as well as archive data to DVD. System must include at least dual, redundant hot-swappable power supplies. System as delivered must be expandable to include connection to a T1 circuit without any loss of original functionality. Recorder Software Recorder system must be based on an operating system that is embedded in firmware. (No operating system hard drive.) The unit will have no TCP/IP network ports in 'listen' mode when connected to the local network, with the sole exception being those TCP/IP ports required for successful operation of the vendor supplied user and administrative client software. Client Software System must include unlimited licenses for user and administrative client software. System must include Windows XP based client software that enables users from their individual PC workstations to: " Re-play stored calls across at least eight selectable channels simultaneously. " Monitor up to eight selectable channels simultaneously on a real time basis. " Have instant recall by clicking on an always visible icon. " Access multiple recorders from a single instance of the client. " Store traffic from selectable date/time ranges and from selectable channels as a .WAV file for replay in chronological sequence on standard media player software. (This could be part of administrative software, instead.) System must include Windows XP based client administrative software that enables selected administrators from their individual PC workstations to: " Administer ID/Password creation and access control. " Completely configure or modify all recorder features and functions. Front panel configuration, if available, will not be necessary for unit configuration and modification. System administration capabilities must be granular and support the assignment of specific individual tasks (e.g. creation of users, addition of new channels, (configuration of recording parameters) to specific users and/or groups of users.
