Description

The U. S. Department of Commerce, National Oceanic and Atmospheric Administration, Bureau of Industry & Security intends to negotiate with ABM American Inc., Herndon, VA on a sole source basis in accordance with the authority of 41 U. S. C. 252 ( c ) ( 1 ), only one source. The contractor shall provide the Bureau of Industry and Security with technical support and updates for its Investigative Management System (IMS). IMS is a proprietary software that provides global search investigations for export enforcement. Service includes providing current releases of software updates, patches and help desk support services. The Government anticipates the award of a 12 month purchase order on a firm fixed price basis. A formal Request for Quotation is not available. Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based up responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. Note 22 applies.
