Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. (Background) The western Pacific gray whale is currently listed as Critically Endangered on the IUCN Red List. It is thought that no more than approximately 100 individuals remain in this stock. The principal summer feeding area for the western gray whale is off Sakhalin Island in the Russian sector of the Okhotsk Sea, where a major oil and gas field is being developed (Weller et al. 2002). During their annual migration, whales in this stock traverse the coastal waters of Japan, Korea, and China, where they are vulnerable to ship collisions and entanglement in fishing gear. In addition, the whales may be vulnerable to several other human threats. The waters off Sakhalin Island are critical to the conservation of this stock. Further, because of this area?s importance to western gray whale, it is critical to our ability to gather stock structure, population status, life history and other data necessary to inform future management decisions. Journal of Cetacean Research and Management 4: 7?12. 2. Schedule/Performance Period The research activity will be conducted from date of award, through December 15, 2006. It is estimated that approximately 2,000 hours are required to fulfill the requirements. 3. Scope of Work The Contractor will identify research needs and coordinate a research program on western gray whales summering off Sakhalin Island, Russia. The primary goal of this work is conservation related research directed at evaluating the current population status of the western gray whale, using an ecosystem approach, by monitoring all adult females in the population. The Contractor will write up his/her findings in the form of a final research report and other manuscripts. The proposed project includes three different phases: (1) developing, coordinating and executing a research plan for 2006 field studies; (2) reporting on data and information collected in 2005; and (3) reporting on data collected during the 2006 field season. Deliverables All deliverables shall be completed by due dates and specifications assigned to specific tasks as outlined below: 1) Provide , a summary report of development and coordination of a research plan for field studies by March 15, 2006. 2) Provide , a final report summarizing data and information collected in 2005 by June 15, 2006. 3) Provide , an interim report summarizing data collected in 2006 by December 15, 2006. 4. Project Location The base of operations for the contracted activities will be the NMFS Southwest Fisheries Science Center in La Jolla, CA. The Contractor may work off-site. This is a simplified acquisition with an estimated value of less than $100,000
