- NASA/MSFC has a requirement for 400 PC of 6061-T6, 7.5 liter aluminum pressure vessel liners. NASA/MSFC intends to purchase the items from SAMTECH International, 1130 E. Dominguez St., Carson, CA 90746, pursuant to FAR 13.106-1(b)(1), for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1. SAMTECH International is the only known source that is capable of satisfying the Government?s requirements for this specific aluminum liner. They have developed tooling processes that are already in place, and the time and costs associated with duplicating the engineering and development to fabricate a similar liner would be impractical since it is already readily available from SAMTECH and can be delivered rapidly in time to satisfy the Government?s delivery requirements. 2. SAMTECH International utilizes a proprietary manufacturing process to fabricate these aluminum liners that is not available from other sources. Their proprietary flow-forming process involves a heated mandrel system which produces seamless aluminum liners of a very consistent wall thickness. The flow-formed aluminum liners have no welds; they are heat treated and ported. These aluminum liners will be used as a method to compare the performance of composite materials on cryogenic tanks. The composite material will be over-wrapped on the aluminum liner, oven cured, and burst tested with water. The aluminum liner contributes to the tank strength and it is extremely important that the liners be manufactured by the same source to ensure that the characteristics and strength of each liner are consistent. 3. Many test vessels have been produced at MSFC using this liner and considerable resources would be required to re-do tank development if the tank liner were changed. There are variations between manufacturers. The use of an aluminum tank liner from another source would void the enormous cost already spent on the development of test data and make that data non-usable. Therefore, it would be economically and technically prudent to continue using the same tank liner and manufacturing method to obtain consistent test results. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 27, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
