- 1. The United States Patent and Trademark Office (hereinafter referred to as, “USPTO”) utilizing the guiding principles stated in FAR Part 12.6 “Streamlined Procedures for Evaluation and Solicitation for Commercial Items.” Furthermore, “ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written notice will not be issued.” 2. Procurement Procedures. This procurement will be awarded utilizing the guiding principles of FAR Part 13.5 “Test Program for Certain Commercial Items.” RFQ No. 52PAPT0601008 is issued as an invitation for prospective contractor’s to submit a quote. For a soft copy of RFQ No. 52PAPT0601008 please send an email to the Procuring Contracting Officer stated below. Unfortunately, due to the limitations of FEDBIZOPPS an upload of the RFQ is not possible. A request for quotation (RFQ) shall be forwarded to an Authorized Multimedia Communications Server Nortel Partner only. FAR Part 52.212-1 Instructions to Offeror’s – Commercial Items and FAR Part 52.212-2 Evaluation – Commercial Items clauses do not apply to this combined synopsis / solicitation notice. The Contracting Officer has inserted in the RFQ contract evaluation/award instructions simplifying the acquisition process. 3. RFQ No. 52PAPT0601008 contains pricing pages, Statement of Work, supporting attachments to the SOW, contract evaluation/award instructions, and past performance questionnaire. 4. Brief narrative of USPTO requirements. Acquire, install, and implement the Nortel Multimedia Communications Server henceforth referred to as MCS, specifically Nortel MCS 5100 hardware and Nortel MCS 5100 version 3.5 software applications. Maintain operations and maintenance of Nortel MCS 5100 hardware and Nortel MCS 5100 version 3.5 software applications. Availability of Nortel MCS 5100 Certified Technician. Any additional support services for the Integrated Collaboration System henceforth referred to as ICS as directed by United States Patent and Trademark Office henceforth referred to as USPTO. 5. Contract Type: Firm-fixed price. 6. NAICS Code: 541512 Computer Systems and Design Services. This procurement is competitively unrestricted; Small Business Size Standards do not apply. 7. Period of Performance. Base year and four option years. 8. Place of Performance / Delivery. United States Patent and Trademark Office, Main Campus, 600 Dulany Street, Alexandria, Virginia, 22315 9. Federal Acquisition Circular (FAC) is not applicable to this RFQ. 10. Applicable FAR Clauses are stated in the RFQ. 11. Quotes are due on 26 January 2006, 3:PM Eastern Standard Time (EST.) 12.
