- Description
- The Army Contracting Agency, Information Technology, E-Commerce, and Commercial Contracting Center (ITEC4), intends to issue a solicitation in approximately seven days. The requirement is for Strategic Communications and Outreach Program, hereinafte r referred to as Outreach Support, for the Department of Defense Biometric Management Office (DoD BMO). The mission of the Biometrics Management Office is to lead, consolidate, and coordinate the development and deployment of biometric technologies to enhance Joint Service interoperability and warfighter operational effectiveness. The Outreach Support will serve three important purposes critical to the BMOs mission: 1) To educate the DoD and industry stakeholders about the mission, roles, services, responsibilities and successes of the BMO, 2) To provide mechanisms for capturing the needs of DoD user commu nity relating to biometrics use and deployment, and 3) To facilitate the process of building consensus among key decision-makers for the purpose of institutionalizing the BMOs programs and methodologies. This program will include market research, refinement of the existing strategic communications plan, implementation and execution of the plan, and collection of feedback in order to create any necessary follow-on campaigns. The contractor shall be prepare d to: 1) Review, revise, and/or develop customized strategic marketing plans (with timelines) that formulate short and long-range goals to increase public awareness and acceptance of products, services, and issues. 2) Determine trends and conditions in the industry, and identify appropriate media and press strategies. 3) Recommend tactics to meet desired objectives and analyze trends. The contractor shall work with the Biometrics Management Office to implement the communications plan effectively and efficiently to include creating, producing and distributing all collateral pieces and communication messages. The contractor shall specifi cally create these communication pieces to support the messages defined in the communication plan: Public Relations Support, Redesign Trade Show Booth, Trade Shows, Collateral Material, Press Kits Updates, Web Support, Briefing & Presentation Support, Cam paign Support, and Multimedia Support to include Outreach Video and Interactive Kiosk Place Of Performance: Work is to be performed at the contractors facility and the following on-site locations, the DoD BMO in Alexandria, VA and the DoD Biometrics Fusion Center (BFC) in Clarksburg, WV. A sources sought announcement was previously issued under the number W91QUZ-060R-00XX. The solicitation number is W91QUZ-06-R-0006. This solicitation will be 100% small business set-aside; the associated NAICS code is 541613. This will be a five (5) yea r contact. The project is Unclassified . However, all contractor personnel proposed for on-site or full-time support must have a Secret clearance and a completed National Agency Check (NAC) in order to obtain a building pass and be granted access to t he network.
