- VA Maryland Health Care System is seeking an Architect/Engineering Firm(s) capable of providing professional architect/engineering services (mechanical, electrical, civil, structural, environmental/asbestos, fire protection and other associated disciplines) as may be required by the Government for open-ended multi-disciplinary projects. Services include, but not limited to: Site work, site investigation, verification of as-built, analysis of utility systems, drawing preparation/reproduction, hazardous materials, cost estimating, specification preparation, construction period services. Services may also include additional consultant services as necessary based on specific project scope. Products may include studies, conceptual/schematic development, 50% and 100% construction documents with updated as-built drawings on mylar. All construction drawings must be provided in AutoCAD 2004 format, specs in Microsoft Word, current versions and paper copies. This contract shall be for one year from the date of award, with the option to extend the term of the contract for four (4) additional years. Projects will be located at the VA Maryland Health Care System (VAMHCS) and associated satellite outpatient clinics. Negotiations will be conducted for hourly rates for each discipline required, overhead, profit and other cost elements, which are particular to the contract. Documentation for overhead rates shall be submitted for verification. The VA will provide a specific scope of work for each delivery order along with a request for the A/E to prepare a fee proposal. Fee proposals shall be based on pre-established unit prices for all engineering disciplines. Unit prices for unique services in the original negotiation will be negotiated on a case by case basis with each delivery order. Proposals shall be submitted on Form 252. The total amount that may be paid under this contract (including all option years) shall not exceed $2,000,000. Individual task orders shall not exceed $100,000. A minimum yearly fee of $1,000.00 over the life of the contract will be guaranteed should no work be ordered under this contract. A/E firm(s) shall be located within 100 miles of Baltimore to be eligible. More than one contract may be awarded from this solicitation. One may be primarily general renovation work and the other primarily mechanical/electrical/plumbing. The following Evaluation Criteria will be used during the A/E Selection Process: (1) Health care experience: The specialized experience and technical competence by each member of the team in healthcare related work. (2) Experience: Experience and demonstrated ability to provide professional consulting and design services relevant to hospitals and health care organizations; familiarity with applicable codes and ability to incorporate in design documents the requirements of JCAHO, OSHA, NFPA, IBC, VA Design Criteria and other such regulatory organizations. This would include, but not limited to, such safety related requirements as the implementation of ILSMs and ICRAs. (3) Capacity of the firm to perform the work within required time frames and budget. Volume of previously awarded contracts and Government experience. (4) Past performance, especially in a hospital environment. Including, but not limited to design development, construction cost estimating, code review and implementation, etc., (5) Specific experience and qualifications of the proposed personnel assigned to the Project Design and Management Teams. (6) Demonstrated success in prescribing the use of recovered materials, and using waste reduction and energy efficiency in facility design. (7) Reputation and standing of the firm and its principal officials with respect to professional performance, general management and cooperation. (8) Record of significant claims against the firm because of improper or incomplete engineering services. (9). Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project work is located. The NAICS Codes are 541310 and 541330 size standard of $4 million. Internet accessibility, and Computer Assisted Drafting (AutoCAD Release 2004, capabilities and the willingness to comply with local drafting criteria & standards will be considered. Graphic information will be provided to the A/E and returned to the VA in a VARHS standardized AutoCAD Release 2004 format using compact disc media. This is a 100% set-aside for small businesses. A/E firms are required to respond in writing if interested and shall submit four (4) completed SF 330 (form available on-line at: http://vaww.va.gov/facmgt/ae). Facsimile copies are not acceptable. After the evaluation three or more firms shall be considered to be the most highly qualified to provide the type of services required, and will be chosen for interviews to present their approach, experience and capabilities. Firms must register at the Central Contractor Registration (CCR) at http://www.ccr.gov. This is not a request for proposals. Award is contingent upon the availability of funds.
