Description
The West Texas VA Health Care System has a requirement for professional Architect/Engineering Services to provide multi-discipline, Mechanical, Electrical, Plumbing, Hvac and Structural services. Services includes but is not limited to preparation of magnitude cost estimates, investigation services, site visits, construction period services, etc. The intent is to award a minimum of three open-ended A/E IDIQ contracts for a period of not to exceed five years, base year and four one year option. Award of individual task orders will be contingent upon project funding and may vary in scope and size. Architect/Engineer firms which meet the requirements described are invited to submit two sets of the Standard Form 330, and any requested supplemental data to the procurement office. Firms responding will be considered for selection subject to any limitations indicated with respect to specialized technical expertise or other requirements listed. Following an initial evaluation of the qualification and performance data submitted. Firms that are considered to be the most highly qualified to provide the services will be chosen for negotiations or selected to be interviewed. Selection of firms for negotiations/interview shall be made through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include: (1) professional capabilities - professional qualifications necessary for satisfactory performance; (2) specialized experience in Health Care Planning and technical competence, as required; (3) capacity to accomplish multiple, simultaneous task orders; (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) qualifications of staff to be assigned, with special emphasis on field personnel to be assigned; (6) knowledge of energy conservation, universal standards and any other special qualification required under this announcement by the contracting activity.
