Description
Any prospective Offeror interested in proposing for this solicitation may view and/or download this solicitation and all amendments from the Internet site http://ebs.sas.usace.army.mil/ after solicitation issuance. This project consists of the const ruction of an addition of approximately 770 Square Meters to the U.S. Army Criminal Investigation Laboratory facility at Fort Gillem, Georgia. Work consists of site preparation, construction, and supporting utilities. The facility will provide administra tive space, forensics/DNA laboratory space, sample processing and storage, filing space, technical library, communications room, electrical room, and HVAC. The building will be a combination of structural steel, aluminum storefront and brick veneer over C MU or steel studs. Roof will be both Built-up roof system and standing seam metal system. Exterior work will include utilities, site-preparation, and landscaping. Supporting utilities include water, sewer, storm water, electrical, communications, and ga s. Demolition will be incidental to prepare the existing building and site for the new addition. Project will include Optional Bid Items. This project will be solicited and procured using a Performance-Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. Each proposal shall contain the Offerors best technical proposal and best price. The technical proposal will be evaluated using the following factors: 1: Corporate Relevant Specializ ed Experience, 2: Offeror Past Performance, Factor 3: Construction Duration. Proposals will be evaluated using the following adjectival descriptions: Outstanding, Above Average, Satisfactory, Marginal, and Unsatisfactory. This contract will be Firm Fixe d Price Construction (FFP-C). The contract shall be for a period of 450 days (EST). The magnitude of construction is between $1,000,000.00 and $5,000,000.00. This solicitation will be issued as 8(a) Competitive Request for Proposal, open to all 8(a) cert ified firms having a bona fide branch office located in Georgia. All other firms are deemed ineligible to submit officers. The North American Industry Classification System Code (NAICS) is 236220. The small business size standard is $28,500,000.00. Thi s solicitation will be issued in electronic format only and will be available on or about 8 February 2006. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
