Description: The Naval Air Systems Command, Patuxent River, MD intends to negotiate a cost plus award fee contract with the Bell-Boeing Joint Program Office, Bldg. 2272 Suite 146, 47123 Buse Road, Patuxent River, MD 20670 on a sole-source basis for the nonrecurring development of the V-22 Block C Environmental Control System (ECS) upgrade. This effort will include concept definition, nonrecurring engineering, drawings, nonrecurring prototype manufacturing and installation, and associated logistics effort. The Bell-Boeing team is the sole designer, developer, and producer of the V-22 Tilt-Rotor Aircraft. Bell-Boeing is the only source that possesses the technical data and requisite knowledge required to perform this effort. See note 22.
