Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation M67854-06-Q-0018 is issued hereto as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08 and DCN 20051220. This acquisition is set-aside 100% for small business under North American Industry Classification System Code (NAICS) 541612 and a size standard of $6,500,000. The requirement is for Myers-Briggs Type Indicator Training to be provided to the Direct Reporting Program Manager Advanced Amphibious Assault (DRPM AAA) at a site to be determined in Woodbridge, Virginia. The contractor will provide all required personnel and materials to conduct training for 145 participants between 13 February 2006 and 17 February 2006. Quotations will be evaluated on price. Offerors are reminded to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Central Contractor Registration. DFARS clause 252.212-7000, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (DEC 2000) is hereby incorporated by reference. The following clauses apply to this solicitation and any resultant order: DFARS 252.225-7001 Buy American Act and Balance of Payments Program (JUN 2005), DFARS 252.232-7003 Electronic Submission of Payment Requests (JAN 2004), DFARS 252.247-7023 Transportation of Supplies by Sea (MAY 2002) Alternate III (MAY 2002), and DFARS 252.247-7024 Notification of Transportation of Supplies by Sea (MAR 2000). DFARS 252.204-7004, Required Central Contractor Registration, Alternate A (11/03) is also applicable. The Government intends to make a best value single award to the responsible offeror whose offer is the most advantageous to the Government considering best price. The contractor must have current registration through Central Contractor Registration (CCR), http://www.ccr.gov to be eligible for award. The successful contractor shall be required to invoice through the Wide Area Work Flow (WAWF) system at https://wawf.eb.mil. Quotations should be submitted electronically to email MatsushimaKA.ctr@efv.usmc.mil. No facsimile proposals will be accepted. Proposals are due no later than 4:00 p.m., EST on 23 January 2006.
