Description
The Tahoe National Forest anticipates awarding a non-competitive requirements contract to Advanced Resource Solutions, Inc., Cameron Park, CA, for technical assistance to land management agencies in designating motorized routes and areas. This will include the analysis of relevant data using the company?s copyrighted Route Evaluation Tree (RET) software. This software is used to systematically identify and record commercial uses, private property needs, specific sensitive resource impacts, and recreational uses in the context of statutory compliance for those various land uses. The work is in support of the Recreation Solutions Enterprise Team; ordering will be limited to this team. Estimated quantities are Planner: 1200 hours in FY06 and 1500 hours in FY07, with a maximum of 2000 hours in either fiscal year; Principal: 60 hours FY06 and 75 hours in FY07, with a maximum of 100 hours in either fiscal year. Typical tasks include 1) identifying appropriate GIS and non-GIS data needed to complete route evaluations; 2) assisting the client agency in analyzing the data, using the RET software to evaluate system routes on a route-by-route and area-by-are basis, creating a range of alternative route networks; and 3) documenting key discussion points related to the designations (e.g., mitigation measures, restrictions, consideration of cumulative effects, and public comments). Vendors believing they can meet this requirement must submit written information showing clearly that the individual(s) proposed for accomplishing the work have successful experience in this type of work and that the analytical tools (e.g., software) available to the vendor can perform the analysis required.
