Description
The National Institute of Health (NIH), plans to negotiate and award on sole source basic a purchase order under simplify acquisition to Leane Dicker, 11605 Parkedge Drive, Rockville, Maryland to serves as principal assistant and confidential aide to the Chief, and as office manager for the Laboratory of Sensorimotor Research, DIR, NEI, NIH, and DHHS. The requirement consists of the following: Shall aids in the operation of the Lab?s activities by planning and carrying out the many and varied administrative duties and responsibilities necessary to the operation of a large and complex scientific research program. Shall be responsible for all administrative, secretarial, and clerical functions within the Lab on a daily basis. Shall keeps tract of documentation and courses related to safety and laboratory animal training. Shall works on the internet to download and upload information, creates and maintains content for the LSR?s website. Shall maintains complete personnel files of all laboratory personnel to ensure timely renewals, visa extensions, pay adjustments, terminations and within-grade increases. Shall provides assistance, guidance and counsel to the program staff in all aspects of travel action including: 1) the interpretation of travel policies and guidelines, 2) planning complex itineraries, 3) preparation of domestic and foreign travel orders, 4) preparation of local travel orders, 5) preparation of notification of international travel requests, 6) voucher computation and preparation, and 7) payment of travel expenses by outside sources (HHS-348) or CRADAs. Shall prepares request for approval of outside and official duty activities to insure adherence to NIH and NEI rules and regulations. Shall assists support staff in the completion of required forms and answers related questions. Shall works closely with the Laboratory Chief in the preparation of the fiscal year laboratory budgets. Shall assists in the preparation of material related to activities and responsibilities of the scientists in the Lab, including annual reports, meetings and lectures organized on a regular basis by the Lab. Shall maintains a database of scientific papers written by members of the LSR, submits new manuscripts for clearance. Coordinates conferences. Shall welcomes speakers as they arrive for the conference, handing out necessary materials. Shall prepares notebook for the Board of Scientific Counselors. Shall personally manages appointments for supervisor. Shall replies to correspondence by composing letters of a non-technical nature or letters that do not require the Lab Chiefs attention or decision. Shall keeps tract of all equipment under Lab and Section custodial codes. Shall responds to a variety of inquiries that necessitate a thorough familiarity with the Lab programs, answering correspondence that does not require specific attention of Lab Chief. The incumbent shall be responsible point of contact between the Lab Chief and staff members and the DIR Administrative Office. In the absence of the Chief, assumes responsibility for ensuring that requests for action or information, which would normally receive the Chiefs attention, are made know to responsible laboratory staff personnel who can satisfy the request. Shall maintains databases used by the LSR, including an Endnote bibliography, address lists, PDFs, etc. Sends out reprints as requested. Shall submit Professional Service Contracts for quest speakers. Shall communicate with the speaker getting all necessary information for the contract. Shall do follows-up on orders to sure they have been executed expeditiously. Shall manager the office on a day-by-day basis. Performs multiple tasks requiring attention to detail. Organizes and manages a large and diverse group of staff, scientists, and clinicians. Shall manage office correspondence, manuscript submissions, order-tracing, budget accounting. Shall proofread all documents (drafts and final forms) prior to submitting them for review and maintains a daily back-up copy on the appropriate media of all typed documents. Shall uses established tracking systems to log in, issue and track requests. Shall schedules and maintains an accurate tracking system for all activities, including documentation. Maintain contact database and management level schedules/calendars. Shall use the Administrative Data Base to process requests for travel orders, telecomm service, and maintenance requests. Fellowship Payment System orders, etc. Shall use the Gelco Travel system to prepare travel order requests. Shall use the EHRP to process personnel requests. Shall prepare personnel packets for new hires and new postdoctoral fellows. Shall prepare personnel evaluation sheets. Shall operate the computer, copier, and fax machine. The period of performance shall be one year from the date of award. It is the Government?s belief that these requirements may only be met by Leane Dicker. This is not a formal solicitation; however, concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Sources demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation. Respondents will not be notified of the evaluation results.
