Description
a. The purpose of this notice is to make administrative corrections under Amendment 0004 of the subject RFP. (1) Paragraph (b) of CDRL A023 is modified to read (B) to match the formatting of the rest of the document. Additionally, sentence (C)(2) is modified to add a portion that was omitted in the original document. (2) Paragraphs (a) and (e) of SMC-H010, Award Fee, are modified to clarify that the award fee amount and number of self-evaluation pages are to be specified only in the Award Fee Plan. (3) Paragraph (b) of SMC-B001, Contract Value, is modified to remove all asterisks (*) so that there are no fill-ins required from the offerors. (4) CDRL A025 is modified to change a typographical error. (5) The paragraph numbering of DFARS clause 252.211-7003 is corrected to eliminate the double entry of "Para (c)(1)(iii)." (6) Paragraph (f) of SMC clause 52.15-3-2 is modified to clarify the Government?s intent regarding the supporting contractors. (7) The page count limitations for the Proposal Cross Reference Matrix, Person Loading Schedule & Basis of Estimate Sheets, and Integrated Master Plan are modified to 50, 300 and 75, respectively. (8) Paragraph 4.3.1.5 of Section L is modified to change the reference to "Volume IV Cost and Pricing" to "Volume III Cost and Pricing." (9) Section L, Paragraph 6.3.2, Government Offices, is modified to direct potential offerors to include the required information in Appendix F to Volume IV. In addition, Paragraph 6.3.3, Company/Division Address, Identifying Codes, and Applicable Designations, is modified to direct potential offerors to include the required information in Appendix C to Volume IV. Finally, Table L6.3.6 is modified to incorporate these changes into the list of required attachments to the model contract. b. No substantive changes are made to the RFP as a result of these corrections. These changes are administrative only, and do not require that the solicitation be reissued. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman?s role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror?s concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of proposals or the source selection process for this acquisition. The Ombudsman is Col Robert Catlin, (310) 363-0887.
