- This is a Sources Sought Announcement only for purposes of conducting a Market Research. There is no solicitation available at this time. Request for a solicitation will not receive a response. The Southern Region Contracting Center- East (SRCC-E), Ft McPherson, Georgia is conducting market research to determine the availability and capability from sources that are available to 1. Upgrade approximately 802 existing analog cellular transmitters to digital cellular transmitters located at US Army Reserve facilities in the Continental United States (CONUS) within one year from date of contract award. The Army Reserve Provost Marshal will control the prioritization of upgrade. Priority will be based on upgrading facilities without current analog transmission ability. 2. Upgrade or replace communications firmware and/or software with digital communications firmware and/or software, if required, at each facility and centralized monitoring station. Equipment Information: Processors for US Army Reserve IDS consist of ADVANTOR brand Plus Base, 3475, and 3450 technology. The processors communicate to Fort McCoy WI via an analog telephone line. All processors currently interface with an analog cellular transmitter to maintain dual transmission media in accordance with paragraph 3-6g, Army Regulation 190-11. IDS cellular telephones consist of Motorola model S5689A devices. Contractor General Requirements: 1.Shall provide all necessary personnel, materials, and services to perform the conversion of US Army Reserve IDS cellular equipment from analog to digital capability, 2. Shall prepare and deliver a written product describing processes, resources, schedules, and reporting required in order to execute the provisions of an awarded contract; 3. Will provide a monthly status update of all deliverables, milestones, resource utilization, staffing issues, problems, and other issues as determined by the contract office representative (COR); 4. Shall insure that no cellular conversion activities interfere with the IDS monitoring stations ability to receive alarms from active accounts; 5. Shall insure that any upgrades to software and/or firmware will be fully compatible with existing IDS software and/or firmware database; 6. Shall conduct tests of new cellular conversion hardware and software and provide test results documentation to the COR; 7. Shall coordinate with facility and monitoring station representatives not less than 10 working days in advance prior to conducting any work at facilities; .8. Contractor technician shall conduct a functional test all IDS equipment at each location before they leave the facility and verify the test results with monitoring station representatives; 9. Shall conduct all work during normal facility business hours unless approved by the COR; 10. Shall provide training to facility and monitoring station personnel concerning cellular upgrades as needed; 11. Shall provide a schedule for upgrading equipment and may be limited to the number of upgrades per day to prevent an undue workload for monitoring station personnel; 12. Shall insure that all systems meet or exceed the requirements of AR 190-11, AR 190-13, AR 190-51, and DCID 6/9; 13. Shall modify placement of the existing cellular antenna or install a directional (YAGI) antenna when the cellular telephone signal strength is low (less than two bars); 14. Will provide competent management personnel to supervise and administer the contract; 15. All service personnel will meet or exceed the necessary technical qualifications required for maintenance and upgrade of the IDS software and hardware. Technicians will be knowledgeable and skilled in the performance of duties related to digital cellular IDS telephone upgrades; 16. Contractor is responsible for t he care and maintenance of any government furnished equipment entrusted to their care. The contractor will receive, safeguard, account for, and return any government furnished equipment temporarily made available; 17. Contractor (s) must have the appropriate security clearance and all information must be protected to the degree and extent required by local rules, regulations, and procedures; 18. Must provide an equipment and installation workmanship warranty of not less than one year. Repairs under warranty will be at no cost to the Government; 19. During the warranty period, vendor will provide emergency service within 24 hours upon notification of equipment failure or improper functioning of upgraded communications equipment. The anticipated North American Industrial Classification System code for this acquisition is 561621; small business size standard is $10,5 Mil. The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information submitted is voluntary. Interested business concern are invited to provide a capabilities statement demonstrating their ability to provide upgrade or replace communications firmware and/or software with digital communications firmware and/or software, if required, at each facility and centralized monitoring station. Also, please provide information giving a general range of the cost of the firmware and/or software. All interested business concerns are required to respond to the sources sought announcement via email by February 3, 2006, 12:00 p.m. EDT.
