Description
W74V8H-06-R-0013 ARMY TRAINING MODELS The Contracting Center of Excellence (CCE), on behalf of the Office of the Deputy Chief of Staff, G3, Training Directorate (DAMO-TR) intends to issue a Request for Proposal (RFP) for Management and Technical Support of the Army Training Models. The Army T raining Models Project supports critical training programs to include collective training, operational readiness and institutional training. Each of these elements includes training resource requirements development, training policy analysis, functional e xpertise and development of appropriate software tools to assist in the development of decisions and data analysis. The specific tasks performed under this contract are flexible, comprehensive and emerging as the Army transitions to new organizational desi gns and responds to the demands of the Global War on Terrorism environment. Accordingly, the successful offeror must demonstrate the capability to field a multi-disciplined team with skills across the full spectrum of training within the Army. This requi rement also includes support for the Army National Guard [or the National Guard Bureau], Office of the Chief of Army Reserves, Office of the Secretary of Defense and Major Army Commands. A Tiering acquisition solicitation method will be utilized. Proposals will be accepted and initially evaluated without regard to the size status of companies. After evaluating all proposals, FAR 15.306(c), states the Contracting Officer may limit the c ompetitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. The Contracting Officer will determine the competitive range without regard to size status. Once the competitive range is determined, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Small Business (SB), and Other than Small Businesses (OSB) will then be considered in the order stated. Once the competitive range has been established, if there are two (2) or more SDVOSB within the competitive range, the requirement will be set aside for SDVOSB only and no further consideration will be given to offerors not proposing as SDVOSB. If insufficient SDVOSB reach the competitive range but two (2) or more SB are within the competitive r ange, the requirement will then be set aside for SB only and no further consideration will be given to offerors not proposing as SB. If insufficient numbers of SDVOSB or SB are within the competitive range, consideration will then be given to all offerors within the competitive range. The contract type will be a single award, Time and Materials (T&M). The contract will be incrementally funded. The contract will be for a one-year base period of performance plus four-one year options. The North American I ndustry Classification System (NAICS) code and size standard for this requirement is 541618 and $6.5 million. The solicitation will be issued on or about February 9, 2006 and will be available via the Federal Business Opportunities webpage at http://www.fbo.gov. The exact closing date and time of the solicitation will be identified in the solicitation package. It is the sole responsibility of the offeror to review the webpage frequently for any updates/amendments. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov. This will be an electronic solicitation release. No hard copies will be mailed.
