- The U.S. Army Corps of Engineers, Pittsburgh District, has a need to stabilize Dam 3 located at Monongahela River Mile 23.8, near Elizabeth, PA by repairing the concrete structure and downstream area. The work consists of three phases: placing sheet pilings along the downstream face of the existing dam apron; underwater placement of tremie and flowable concrete to repair damage to the concrete; and placement of scour protection downstream of the sheet pilings to prevent erosion. Government-furnished metal sheet pilings will be placed across the full width of the dam, approximately 690 feet. The sheets will be PZC-12 sheets, 31 feet in length. The stone protection will be an eight-foot thick blanket of maximum 48-inch size stone also placed across t he entire width of the dam. Anti-wash concrete will be placed at specified areas at the base of the dam where severe erosion and loss of foundation materials has occurred. Tremie concrete will be placed at specified areas on the dam apron where settlemen t has occurred. The contract will be structured as a base contract with two awardable options. The base contract will cover the center portion of the dam in most serious need of repair; the two options will cover the areas to the right and left that comp rise the rest of the dam. The period of performance will be 180 calendar days. Magnitude of the project is between $1,000,000 and $5,000,000. Pursuant to the Small Business Competitiveness Demonstration Program established by Public Law 100-656, Business Opportunity Development Reform Act of 1988 , this procurement will be unrestricted and any resulting award will be made pursuant to the above program. The Invitation for Bid (IFB) will be issued approximately 2/08/2006 on-line only through FedTeDS; there fore, requests for hardcopies of the specifications and drawings will not be honored. Requests must be made by registering for this solicitation through FedTeDS at http://www.fedteds.gov.
