- Sources Sought / Market Survey Notice SUBSKILLSNET ? VISIT Requirements NAVAIR Orlando Training Systems Division has a requirement to support the Submarine Skills ? Training Network (SUBSKILLSNET) ? Virtual Interactive Shipboard Instructional Tour (VISIT) which includes Government furnished equipment and spaces in the NAVAIR De Florez building located at 12350 Research Parkway, Orlando, Florida. The requirement will encompass the development of teaching aids, simulations, training systems, training data products and lifecycle support. To accomplish these objectives the SUBSKILLSNET Software Suite requires a contractor with the following capabilities: (a) Design and development of software (b) Production of appropriate software configuration management and documentation (c) Develop and conduct software test and evaluation (d) Development of computer generated graphics 2D and 3D models and graphics (e) Production of Multimedia and video for training systems (f) Design and development of photograph-based training systems (g) Production of state of the art still photography, using both digital and wet media, in support of photographic based training systems. (h) Conduct research to support development and enhancement of training systems (i) Design, develop, and conduct formative and summative evaluations (j) Author training support documents, technical manuals, and psychological research technical documents. (k) Conduct facilities site surveys, site preparation, product installation and delivery, and upgrade training systems consisting of commercial and developed items (l) Provide lifecycle support of training systems and training data products. The Government anticipates the use of a firm fixed price, non-commercial Indefinite Delivery / Indefinite Quantity Contract (ID/IQC) vehicle with orders to be issued against the ID/IQC as the need arises. Proposed period of performance is one (1) base year, with four (4) one-year option periods to be exercised at the discretion of the government as per FAR 52.217-9. The basic ID/IQC will specify the requirements to be delivered in accordance with the Statement of Work (SOW). Each Delivery Order (DO) shall specify the products required to be delivered from the basic ID/IQC. Tasking is anticipated to be delivered on a monthly basis. For the purposes of this sources sought notice, the attachments referenced in the draft SOW will not be made available. Responses to this notice should include a narrative identifying the scope of the past and present (within the last 3 years), relevant experience on similar contracts (including dollar value, complexity and point of contact), a description of capabilities to perform the subject effort, and any comments on the draft SOW. Additionally, interested parties should submit a rough order of magnitude (ROM) identifying the types of labor categories and burdened rates required to produce these products over the next 5 years. All interested parties shall specify the current business size of their company. Registration into the ORCA System is requested (ORCA is an e-Government initiative that was designed by the Integrated Acquisition Environment (IAE) to replace the paper based Representations and Certifications (Reps and Certs) process found at http://orca.bpn.gov/). The FSC Code for this effort is 6910. Brevity of extraneous information is desired.. Responses are requested by February 10, 2006.
