Description
This is a BROAD AGENCY ANNOUNCEMENT (BAA) as contemplated in Federal Acquisition Regulations (FAR) 6.102(d)(2). The purpose of the BAA is to invite proposals regarding the ?Investigation of the Factors that Influence Formation of Releasing Stepovers in Strike-Slip Systems using analog models.? The scope of this BAA is limited to investigations in the following areas: (a) Evaluation of the effects of ?weak? zones in localization of stepovers, changes in the sense of stepover direction, and segmentation of stepovers along strike in major strike-slip systems; (b) Determination of the effects of curvilinear boundaries on formation of stepovers. (c) Evaluation of the relative importance of factors that determine formation of economic-scale, fluid-bearing energy systems in stepovers. Proposals in response to this BAA may be submitted from the time of the publishing of this announcement until 4:00 pm LOCAL TIME on 23 Jan 2007. The Naval Air Warfare Center Weapons Division! (NAWCWD) China Lake, will not issue paper copies of this announcement. The NAWCWD reserves the right to select for award, all, some or none of the proposals in response to this announcement. Proposals should be phased with an initial one-year study period and resulting documentation and an additional option year of research exercisable depending on the results of the initial research phase. NAWCWD reserves the right to fund all, some, or none of the proposals received under this BAA. NAWCWD provides no funding for direct reimbursement of proposal development costs. Technical and cost proposals (or any other material) submitted in response to this BAA will not be returned. It is the policy of NAWCWD to treat all proposals as sensitive competitive information and to disclose their contents only for purposes of evaluation. Awards will take the form of Firm Fixed Price contracts. All proposals submitted as a result of this announcement will fall under the purview of the Federal Acquisition regulations (FAR). All responsible sources may submit a proposal, which will be considered by the agency. Any awarded proposal will be incorporated into the STATEMENT OF WORK and shall include performance-based criterion. Proposing Contractors must fill out the attached Certifications and Representations for this synopsis. The attachment also includes clauses and terms intended for any awarded contract. Award of the contract resulting from this solicitation will be made to the offeror OR OFFERORS whose proposal, conforming to the solicitation, offers the greatest value to the Government in terms of technical and price rather than to the proposal offering the lowest price. The Government reserves the right to select which proposal or proposals offers the greatest value to the Government. The criteria listed below will be the basis for proposal evaluation and selection. Technical is more important than price but where proposals are approximately equal in technical merit, a tradeoff analysis in regards to price will factor in determination of award. The Government reserves the right to award contracts to some, all or none of the received proposals based on trade off analysis on merit vice proposed price and available funding. 1. Relevance of the outcome of the proposed research to the Navy?s geothermal program is substantially more important than the other criteria. 2. The following Technical factors are approximately equal in importance: Overall scientific and technical merit of the proposed work. Capabilities and related experience of key personnel in the technical areas being proposed. Adequacy of facilities to support execution of the proposed work. Familiarity with previous work performed in the technical area of interest. 3. Price, including realism and reasonableness of proposed costs is less important than relevance of the outcome of the proposed research to the Navy?s geothermal program and approximately equal in value to the other technical criteria. (c) The offeror?s proposal will be in the form prescribed by this solicitation and shall contain a response to each of the areas identified herein which affects the evaluation factors for award. (d)(1) The degree of importance allocated to cost will increase with the degree of equality of the proposals in relation to the other factors on which selection is to be based, or decrease when the cost is so significantly high as to diminish the value of the technical superiority to the Government. (2) With regard to any understatement of costs, the Government reserves the right to evaluate the cost proposals on the inclusion of all necessary and verifiable item of cost. Any proposal that is materially unbalanced as to prices may be rejected as nonresponsive. An unbalanced proposal is one that is based on prices significantly less than cost for some work and prices that are significantly overstated for other work. (e) The Government intends to award a contract on the basis of initial offers received without discussions. Therefore each initial offer should contain the offeror?s best terms from a cost or price and technical standpoint. However, if considered necessary by the Contracting Officer, discussions will be conducted with only those offerors within the competitive range. (f) The Government reserves the right to make an award to ALL, SOME OR NONE OF THE OFFERORS if the Contracting Officer determines that to do so would result in the greatest value to the Government. Note 26 applies.
