Box 190010, 2155 Eagle Drive North Charleston, SC 29419-9010 Description The Department of the Navy proposes to conduct a competitive sourcing study of the Public Works Services at the Naval Hospital Beaufort (NHB), Beaufort, South Carolina in accordance with the Office of Management and Budget, Circular A-76. The Department of the Navy is in the preliminary planning process conducting market research to determine the existence of viable commercial source(s) capable of providing the necessary services and to determine the appropriate groupings of activities as business units. This is a request for information. This is NOT a solicitation. There is no guarantee that a solicitation will be issued as a result of this preliminary planning effort. If the Department of the Navy determines to move forward with a solicitation a separate document will be published. Response to this inquiry is announcement is voluntary. No reimbursement will be made for any costs associated with providing information. Thirty-five full-time-equivalent (FTE) Public Works Department positions are under study. Public Works also operates the transportation fleet, and coordinates construction and service contracts for the command. The Public Works Environmental Division ensures compliance with environmental regulations to include hazardous/infectious waste management and disposal; air quality and drinking water; asbestos management; solid waste and recycling; pesticide application; natural resource management; and State Historical Preservation Office requirements. Specific products and service are as follows: Administration Services: Work reception and production control, funds management, material ordering, labor reporting, provide administrative support, maintain contract files, provide data calls, and provide computer and associated equipment user support. Facility Maintenance: Service calls, planned work orders, develop preventive maintenance (PM) program, execute the perform preventive maintenance (HVAC, electrical, mechanical), clean grease traps, and clean exhaust hoods and ducts. Utilities: Develop a preventive maintenance (PM) program, execute the PM program, exterior lighting systems, monthly family housing meter reading and reports, unfired pressure vessels, steam plant operation, steam quality, boiler water treatment program, operate chilled water plants, chilled water testing and treatment program, and cross connection control program. Engineering: Develop a facilities inspection program, execute the facilities inspection program, prepare scoping estimates, prepare projects for construction contract accomplishment, MILCON program development, special projects program development, review and coordinate the design review for A&E developed projects, prepare construction contract specifications, provide contract solicitation support, provide construction management support, maintain real property records, records and library maintenance, process excavation permits, provide customer facility space requirements, provide equipment site approval, develop long range maintenance plan, develop annual maintenance action plan, prepare job plans for in-house work force, provide data calls, engineering studies, reviews, and reports, life safety manager, facilities data base administrator, provide copies of facility drawings, provide engineering technical reviews, provide contract claims support, develop service contract specifications, develop quality assurance surveillance plans, conduct service contract surveillance, and conduct performance evaluation meetings. Environmental: Environmental program management, pollution prevention plan, HW satellite sites and 180 day storage facilities operations, collection of HM?HW, oil and hazardous substance spill containment and/or cleanup, annual training for satellite personnel, above ground storage tank inspections, underground storage tank inspections, regulated agency environmental inspections, submit annual environmental projects, environmental project development, environmental construction management, environmental operations and maintenance funds, fuel cleaning, environmental permit application and renewal, potable water sampling, recyclable materials collection, energy and water conservation program, cultural resources management program, medical waste management program, provide data calls. Pest Management: Provide biting insect protection, mosquito larval control, adult mosquito surveillance and control, scheduled pest control inspection services, scheduled vegetation/weed control/bare ground vegetation control services, and pest control service calls. Transportation: Fleet record management, dispatching service, manage leased vehicles, preventive maintenance inspections, manage leased vehicle repairs, transportation equipment repair, and certification of weight handling equipment. Responses should include a completed survey which is attached. The proposed business unit is single grouping containing all services identified. Recommendation of alternate groupings is welcome.
