Note: This is NOT a Pre Solicitation Notice, it is a Combined Synopsis/Solicitation. Pre-Solicitation Notice was checked in error.<DESC> This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/ ). The RFQ number is N00140-06-Q-0911. This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-22 and DFARS Change Notice 20040323. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm The NAICS code is 541519 and the Small Business Standard is $23 Million. This is a 100% Small Business Set-Aside action. The Office of the Assistant Secretary of the Navy (FM&C) requests responses from qualified sources capable of providing: a web-based Antideficiency Act (ADA) training course Application utilizing Navy-furnished course content. This Application shall be accessible from the WEB, from a Local Area Network (LAN), and by a CDROM. A Firm Fixed Price type order is being solicited and quoters shall insert their prices in the below chart: ITEM DESCRIPTION QTY UNIT Unit Price TOTAL 0001 ADA Course Web Based Application in accordance with the SOW contained herein to be delivered within 6 months of the date of this order 1 each 0002 Post Delivery Support in accordance with the SOW contained herein 40 hours The contractor is responsible for the performance of all inspection requirements and quality control. The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications - Commercial Items and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. 52.212-2, Evaluation - Commercial Items, 52.204-9, Personal Identity Verification of Contractor Personnel is applicable to this procurement. While price will be a significant factor in the evaluation of quotes, the final award decision will be based Price and Past Performance with Past Performance being more important than Price, and for purposes of efficiency, the Government intends to limit this evaluation to only the three lowest-price quoters that have relevant past performance. The Government reserves the right to award to other than the lowest quoter. The quoter shall submit, as part of its quote, information concerning its most relevant three contracts that have been performed within the past three years for efforts that are similar to the Statement of Work (SOW) contained herein, to include only the name and address of the organization for which the effort was supplied, and the number (phone, fax or Internet) of a contact for each contract listed. The quoter should not describe past performance history in the quote. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Quoters lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the quote of a company with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous quote to the Government and thus, may be an unsuccessful quote when compared to the responses of other quoters. The quoter should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. The assessment of the quoter?s past performance will be used as a means of evaluating the relative capability of the responder and other competitors to successfully meet the requirements of the RFQ. The Government will give greater consideration to the contracts that the Government feels are most relevant to the RFQ. Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/ . Quoters shall include a completed copy of 52.212-3 ALT I with their quotes. ITEM 0001 SOW ? ADA COURSE APPLICATION 1.0 Background: It is critical that the Department of the Navy (DoN) financial management staff has a comprehensive understanding of the Antideficiency Act (ADA) and the knowledge required to conduct ADA investigations. This requirement covers an ADA Investigator?s training course of no more than four (4) hours in length that is to be delivered within four (4) months from date of award of this purchase order. 2.0 Overview: The contractor shall design a web-based training course based on content provided by the Navy. 3.0 Technical Requirements: The contractor shall perform the following tasks: 3.1 Design the course so that it can be delivered over a Local Area Network (LAN) or as a stand-alone training course assessable from a CDROM or a local hard drive, must run under Windows 2000 and 2003 Server, using the current version of Microsoft Internet Information Server (IIS), and utilize MsAccess to track user completion. 3.2 Include searchable resource areas, access to structured and indexed content, intuitive functionality that allows students to flag content, multiple content formats, ability to access key concepts and terms, and access to all required components to view the course. 3.3 Populate the course with the following: a multifunctional learning interface, interactive learning modules or units, learning objectives, images, examples and/or case studies, references, and a searchable course glossary. 3.4 Include multiple interactive knowledge-based exercises distributed throughout the course content. Map exercises to module/unit objectives in order to provide students the opportunity to check their learning. Include multiple exercise formats including, but not limited to, multiple choice, checkbox, true/false, and fill in the blank and ensure that students have only one opportunity to correctly answer questions. If incorrectly answered, a ?pop-up? shall will provide the correct answer. 3.5 Provide the following items in accordance with the delivery dates addressed herein: a Draft Course CD, Instructional Media Design Package (IMDP), Course Design Document (CDD), Interactive Media Instruction (IMI) and Instructional Development Support Material: 3.5.1 Draft Course CD: A prototype in CD format will be provided within two months of the date of this order. This prototype is subject to approval by 1 May 2006, prior to the development of the IMDP. This prototype must contain representative functionality and instructional strategies used to develop the remainder of the training course. It is expected that this prototype will represent the developmental approach for the training course. 3.5.2 The IMDP will include textual and narrative storyboards that document each frame of instruction of the IMI with a graphic representation of the visual content, exercises, images, module/units tests, and a written description for all interactive modules, graphics and text. Two copies of the IMDP will be provided in an electronic format copies for life cycle management purposes by 30 March 2006. 3.5.3 The CDD shall be provided on CDROM by 30 March 2006 and will explain in detail the design specifications, functional requirements and instructional soundness of the interactive courseware to include screen captures and examples of all templates. The CDD will address how the course will be designed to support the requirement to run as a Web-based training (WBT) via the Internet, over a Local Area Network (LAN), under a Windows 2000 and 2003 Servers, using the current version of IIS, and as a stand-alone training course accessible from a CDROM or local hard drive. The CDD will address details regarding the running of the training course on personal computers, Local Area Networks (LANs), and the Internet Web. 3.5.4 The IMI shall be provided on CDROM by 30 March 2006, be based on the approved IMDP and consist of electronic storyboards and Logic Flow Diagrams, Interactive Multimedia Instruction on CDROM. The IMI is subject to Government review and approval prior to acceptance. The IMI should be constructed so that it can be delivered via the WEB and include lessons based on the IMDP. Animations and graphics should be included in each lesson of the training course. The contractor shall provide all software data and logic data files used to develop the requested courseware with clearly stated matrices, source codes, commands, compilers, and interface mechanisms required to allow for future Configuration Management (CM) changes and portability of the courseware. The IMI shall include all developmental support materials, still photography, videotape, word processing files, and any other storage materials/media used in the design and development process of this training course. 3.6 Reports: The contractor shall be required to provide monthly progress reports detailing the extent of progress accomplished to date, to ensure delivery within four months of date of the purchase order. 4.0 Government Furnished Resources : The Government will provide the content of the web-based training course in either hard copy or electronic medium. 5.0 AMERICANS WITH DISABILITIES ACT ? SECTION 508 REQUIREMENT: The contractor shall ensure that all courseware is developed in accordance with Section 508 of the Americans with Disabilities Act which requires that when Federal Agencies develop, procure, maintain, or use electronic and information technology, it shall allow Federal employees with disabilities to be able to access and use the information and data in a comparable manner to how individuals without disabilities can access and use the data. 6.0 On-line course and CDROM: The contractor shall deliver three copies of the completed course (software/application) within 6 months of the date of this order. The course shall be provided on a CDROM for upload to the appropriate client servers. The contractor will provide three copies of the CDROM. The contractor will coordinate with the government server host for installation and operation of the on-line course and will coordinate the ultimate installation date with the technical point of contact designated herein. ITEM 0002 SOW ? POST DELIVERY SUPPORT Post Delivery Support: The contractor will provide up to forty (40) hours of post delivery support after item 0001 has been accepted by the Government, within a six-month period to correct any potential technical problems after installation of the on-line course and receipt of the CDROM deliverables.
