PLEASE CHECK BACK UNDER THE NEW SOLICITATION NUMBER (GS05P05GBC0056).************************************************************************************The General Services Administration (GSA) Great Lakes Region announces an opportunity for Construction Manager as Constructor (CMc) services for the Curtain Wall Upgrade of the Harold Washington Social Security Center in Chicago, Illinois. The estimated total construction cost for the project falls within the range of $4,000,000 to $6,000,000, with an anticipated project duration of approximately 480 calendar days. The project scope consists of upgrades to the existing curtain wall system (renovation/ replacement of the existing system) of the Harold Washington Social Security Center. The Scope of the CMc services under this proposed contract includes the base contract for Pre-construction phase services with the construction phase services of the project evaluated as a Guaranteed Maximum Price (GMP) option. This will be a firm fixed price contract. A firm, fixed price for the general construction services will be negotiated prior to exercising the Construction phase option. Selection of the CMc firm will be in accordance with Federal Acquisition Regulations (FAR) and source selection procedures using the Best Value trade-off process. All elements of work to be executed must be within congressionally mandated cost limitations. As part of the CMc Pre-Construction phase services (Base contract), the CMc shall work with the A/E and Government in a cooperative team effort to ensure a quality project, within the mandated schedule and budget. For the Pre-construction portion of this project, GSA intends to have the contractor perform services such as; controlling schedules, reviewing phasing of work, resolving problems, participating in value engineering (VE) exercises, conducting constructability review, developing subcontractor and supplier interest, identifying long-lead items, and performing administrative and other services as defined in the scope of work. The CMc shall provide GSA with sound management advice regarding the approach to the project, how to achieve the best value in the work being accomplished, necessary actions, alternative ideas, problem / claim prevention, and budgeting. The CMc shall have a full understanding of the project, the contract documents, the principles of Federal construction contracting and contract administration. The Construction phase services (Option) of this project shall include, but is not limited to, administration of the construction contract (where the work is preformed with the CMc?s internal personnel or under subcontract), attendance at regular construction meetings, CPM scheduling, daily logs and monthly reports, monitoring of construction costs, record keeping, progress reporting, schedule control, inspections and testing. The CMc shall work with the A/E and the Government in a cooperative team effort to ensure a quality project, within the mandated schedule and budget. The CMc shall have complete responsibility for the construction of the project. Small Business Participation: In accordance with the Small Business Competitiveness Demonstration Program, this procurement is unrestricted and is therefore open to both large and small business concerns. Although this procurement is open to large business, small businesses are encouraged to participate. In accordance with Public Law 95-507, the offeror will be required to provide the maximum practicable opportunities for small, disadvantaged, veteran owned, service disabled veteran owned and HUBZone businesses through subcontracting opportunities. In the event a large business (small businesses are not subject to this requirement) is the awardee, an acceptable subcontracting plan must be reviewed and approved by SBA prior to award of this contract. Large businesses shall be required to demonstrate a proactive effort to have participation from small, small disadvantaged, small woman-owned, small HUBZone and small veteran-owned business concerns. The North American Industry Classification System (NAICS) Code for this project is 236220. Joint Ventures: Joint venture or firm/ consultant arrangements will be considered and must submit an acceptable joint venture agreement. Interested Parties/How to Offer: The solicitation package will only be available electronically. It will be available on or about 24 January 2006. The solicitation will not be available on the FedBizOpps website. The solicitation can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). FedTeDS is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition material.
