- This is a pre-solicitation announcement to notify qualified and interested contractors the United States Army Special Operations Command (USASOC) has a requirement for psychological services in support of Army Special Operations Forces (ARSOF) at Fort Bragg, NC and various other bases and facilities throughout the U.S. These services include development, planning, administration, and interpretation of psychological assessment instruments, interviewing prospective candidates, preparation of psychological reports, presentation of candidate profiles to selection boards, consulting with organizational leadership and providing professional development feedback for ARSOF military and other Governmental personnel. Due to the nature and sensitivity of this support, qualified contractors shall possess a valid Department of Defense Facilities Clearance and contractor's employees in specified support activities will require a valid SECRET clearance or better. The contractor shall comply with the provisions of the DD Form 254 Department of Defense Contract Security Classification Specifications, and such other security regulations and directives, that shall be binding on the contractor with award. This is a commercial acquisition and the Government intends to award a firm fixed price contract for a base period of one year (estimate 1 April 2006 thru 31 March 2007) and four (4) one-year option periods based on response to the Government?s Request for Quote (RFQ). All option periods may be exercised at the unilateral discretion of the Government in accordance with FAR 17.207 and FAR Clause 52.217-9. A solicitation will be issued electronically. Hard copies will not be issued. It will be available only via the Federal Business Opportunities web site (www.fedbizopps.gov). Potential offerors are responsible for downloading the solicitation package. Notifications of any updates or amendments to the solicitation will be posted on the aforementioned website. It is the sole responsibility of the offeror to continually view this website for changes. No solicitation mailing list will be compiled or published. Estimated RFQ due date is intended to be approximately 15 days after the solicitation is posted, however, the actual due date will be specified in the solicitation and may be fewer or more days. The resultant contract will be awarded using Best Value Evaluation criteria which will be provided in the solicitation. This solicitation will be competed as total Service-Disabled Veteran-Owned small business set-aside. The North American Industry Classification System Code is 621330 and the small business size standard is $6M. Numbered Notes 29 applies.
