Description
The National Institutes of Health, National Eye Institute, intends to award a sole-source fixed-price Purchase Order to Dr. Ralph Helmsen of Kensington, Maryland. This service is commercially available. The following information may be entered into a notice of intent synopsis for a noncompetitive (sole source) acquisition: 1. The contractor shall provide coverage to the Division of Extramural Research (DER), National Eye Institute (NEI), National Institutes of Health (NIH), in performing critical day to day functions. 2. The contractor shall provide grant application referral services assistance to all DER programmatic areas. 3. The contractor shall perform electronic application triage among broad program groups, and assist the Director, DER, in identifying and resolving issues regarding internal referrals. 4. The contractor shall maintain knowledge of NIH policy and procedures, and serve as subject matter expert for the Division. 5. The contractor shall work closely with the NEI Referral Liaison Officer in preparing documents for the NIH Center for Scientific Review Receipt and Referral Office, such as, 901 forms, Awaiting Receipt of Application forms, and memos authorizing receipt of applications. 6. The contractor shall provide station support for the Small Business Innovative Research (SBIR) grant programs, and shall receive and screen calls from potential applicants and grantees, responding to questions and concerns based on expert knowledge of this program. 7. The contractor shall attend NIH Small Business Innovative Research and Small Business Technology Transfer (SBIR/STTR) staff liaison meetings to maintain knowledge of NIH policy and procedures and serve as subject matter expert for the Division. 8. The contractor shall analyze SBIR/STTR?s continuing grant applications and prepare Type 5 check sheets for programmatic review of annual progress reports by NEI Program Director(s). 9. The contractor shall represent NIH in attending NIH regional outreach meetings for SBIR/STTR community on an as needed basis. The contractor shall also respond to inquiries from the scientific community, based on expert knowledge of NIH policy and procedures for this program. 10. The contractor shall serve as NEI point of contact for the Conference Grant award program. 11. The contractor shall refer applicants to appropriate NEI Program Director(s) as needed, and prepare Portable Document Format (PDF) memos for potential applicants documenting acceptance for conference grant applications. 12. The contractor shall work closely with the NEI Referral Liaison Officer in insuring appropriate Program Director oversight of the scientific content of this portfolio. 13. The contractor shall serve as NEI program subject matter expert regarding Construction Grants, attend review committee meetings in order to maintain personal knowledge, and shall act as the NEI liaison to the National Center for Research Resources Construction Grant program. 14. The contractor shall provide programmatic support to the NEI Deputy Grants Management Officer regarding close out details for the NEI Construction Grant portfolio. 15. The contractor shall provide station support for the Center Core Grant and Vision Research Infrastructure Development Grant programs, and shall respond to inquiries from potential applicants and grantees based on expert knowledge of this program. 16. The contractor shall attend annual meetings of the Association for Research in Vision and Ophthalmology in order to attend Core Grant Principal Investigator meetings and provide expert responses to questions and concerns. 17. The contractor shall provide station support for the NEI Diversity Supplements and Re-entry Supplements programs. The contractor shall also respond to inquiries from the scientific community based on expert knowledge of NIH policy and procedures regarding this program, act as NEI liaison to trans-NIH committee responsible for policy and procedures regarding this program, and shall analyze and enter data into the NIH tracking system, and shall work closely with the NIH Grants Management Officer and Program Director(s) to ensure the success of this program. 18. The contractor shall provide support to the Director, DER, in training a newly hired NEI Research Resources Officer and assist in managing a smooth transition of records, files, and other relevant materials. 19. The contractor shall attend relevant DER staff meetings to provide information and opinions regarding the management of NEI extramural programs. 20. The contractor shall provide other Research Resources-related support services as required. 21. The contractor shall have a Ph.D. in scientific discipline relevant to vision research, shall have progressive postdoctoral research experience as demonstrated by academic and/or research appointments, and an excellent publication record. 22. The contractor shall have working knowledge of NIH and NEI extramural biomedical research support activities, and shall have expertise in the following critical IT systems to include but shall not be limited to the following: a. Microsoft Office Suite, i.e. MS Word, PowerPoint, Excel, Access, Outlook. b. Adobe Acrobat. c. IMPAC-II grants database. d. NEI I2I grants database. e. NIH Supplement Information Program (SIP) minority supplement database. 23. The contractor shall have the ability to complete assigned tasks and report on outcome, including problems and unexpected occurrences, and shall also have the ability to communicate both orally and written. 24. The government will provide guidance in the form of oral and written NEI DER operations and policy manuals. 25. The government will provide office space, desk, telephone, printer, fax machine, and necessary computer access. 26. The government will provide contractor with a terms and conditions document (see Attachment #2). 27. The period of performance shall begin immediately after award and continue through June 30, 2006. It is the Government?s belief that the above requirements can only be met by Dr. Ralph Helmsen. This is not a formal solicitation, however business concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Business concerns demonstrating the capability to accomplish the requirements shall supply pertinent information in the form of curriculum vitae in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation of each item listed above. Respondents will not be notified of the evaluation results.
