- The Spokane, WA., VA Medical Center intends to award a sole source contract to Community Detox Services, PO Box 2845, Spokane, WA 99220 to provide community based halfway house residential care, treatment and rehabilitative services for veterans, with particular focus on those who are suffering from some form of alcohol or drug abuse problems. The NAICS code for this contract is 623220 _Substance Abuse Facilities, Residential_ with a size standard of $6.5 million. The Government believes that Community Detox Services is the only provider that will satisfy the agency requirements as the facility must be located within a 15 mile radius of the Spokane VAMC. This is a sole source procurement under the Simplified Acquisition Procedures, Title 38 U.S.C. 1720A(a)(1) and Other Than Full and Open Competition (FAR 6.302-1). This notice of intent is not a request for competitive offers however; any firm that believes it can meet the following requirements may give written notification to the Contracting Officer (90C), VAMC Spokane, WA. 4815 N Assembly St, Spokane, WA, no later than 2:00 PM PST, February 1, 2006. The contractor must provide the following; 1) A supervised alcohol and drug-free environment, 2) Provision of continued substance abuse treatment to a patient while in residence. This may be provided by the halfway house staff or by arrangement with a VA medical facility or community treatment source, 3)An active affiliation with self-help programs AA (Alcoholics Anonymous), NA (Narcotics Anonymous), etc, 4) Staffing on a 24-hour basis and at least one live-in staff member, 5) Nutritionally adequate and acceptable meals and dining rooms, as well as resident participation in menu planning and food preparation activities, a) At least 3 nutritious meals or their equivalent shall be served daily at regular times with not more than a 14-hour span between evening meal and breakfast of the following day. Between-meal or bedtime snacks of nourishing quality shall be offered, b) There shall be evidence that food is prepared, served, and stored under sanitary conditions, c) Sanitary procedures shall be established and maintained for washing dishes, cleaning equipment and work areas, and for proper waste disposal, 6) Laundry facilities for residents to do their own laundry, 7) Structured activities: Resident participation in group sessions will depend upon resident preference and the recommendations of VA substance abuse residential program staff, 8) A variety of group activities, including physical activities as appropriate, 9) Health and personal hygiene maintenance, 10) Monitoring of medications, 11) Social work and community support services, 12)Psychological counseling, nutrition counseling, and vocational rehabilitation counseling, 13) Opportunities for the development of skills for responsible independent living, 14)Support for an individual_s desire for sobriety and an alcohol and drug-free lifestyle, 15) Opportunities for learning and internalizing knowledge of illness and the recovery process, as well as upgrading social skills and improving personal relationships. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, VA will proceed with the sole source negotiation with Community Detox Services.
