Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. All applicable provision and clauses are included in the actual solicitation. This procurement is set for a 100% small business set aside. The North American Industry Classification System (NAICS) code is 339112, and the small business size standard is 500 employees. The Government intends to issue a firm fixed price contract with 2 option years. STATEMENT OF WORK 55 WG/HC ACCOUNTING TECHNICIAN 1. SERVICES NON-PERSONAL: To provide accounting technician duties for the Offutt Chapel starting on or around 7 Feb 06 until 30 Sep 06. 2. SCOPE OF WORK: Chapel Tithes and Offerings Fund (CTOF) Accounting Technician (hereafter called contractor) will coordinate and work directly with the NCOIC, resources or the NCOIC, Chapel and CTOF Account Managers. Contractor maintains, administers and accounts for all assets and obligations of CTOF. Utilizes the prescribed CTOF accounting system with faith group sub accounts, classifications, and budget line items. Performance is in accordance with general accepted accounting principles, USAF Chaplain Service policy guidelines, AFI 52-105, vol II, and HC Operating Instruction 52-4. 3. QUALIFICATIONS: a. Previous experience in bookkeeping is required. This would include in-depth experience utilizing a database program for funds management and experience using QuickBooks for Windows software, Microsoft Word, Excel, and PowerPoint software. The NCOIC, Chapel Division will provide initial training in current CTOF procedures. The contractor will be tasked to provide training to any future assigned personnel. b. The contractor must be able to communicate funds and financial data in understandable terms to staff and lay volunteers. c. The contractor shall be responsible for all damages, claims, liabilities, costs or attorneys fees that arise from or relate to performance of this contract or which are caused or contributed by the contractor during the performance of this agreement. 4. PROVISIONS: The contractor will provide personal transportation to and from the work center to meet the requirements of the contract. Provide accounting technician duties. 5. PERFORMANCE REQUIREMENTS: a. The contractor will conduct all financial business i.e. print reports, deposit funds, generate checks for purchases, maintain all CTOF financial records and correspondence, track all CTOF equipment, provide CTOF training to lay members as necessary, and perform all other duties as assigned per AFI 52-105, vol II and 55 WG/HC OI 52-4. b. Provide Accounting Technician customer service hours at the Capehart Chapel or at the Sac Memorial Chapel from 0900 hrs to 1300 hrs Monday through Thursday. During these hours Contractor is entitled to one hour for lunch. Contractor will notify the Wing Chaplain of any absences and, if absent, will arrange to accomplish the tasks of this Statement of Work at other times or provide a substitute of equal or higher proficiency who must be approved in advance by the Wing Chaplain. 6.
