Description
The Combat Systems Squadron (CBSS) at Wright Patterson AFB intends to acquire a depot activation program in support of the Performance Based Logistics (PBL) sustainment effort for the Joint Helmet Mounted Cueing System (JHMCS) program. This contract will support JHMCS currently populated on USAF F-15 C/D, USAF F-16 C/D, and Navy F/A-18 A-G aircraft platforms. Period of performance will be from mid FY06 - FY08. The JHMCS incorporates an ejection-compatible, helmet-mounted display with the capability to cue and verify cueing of high off-axis sensors and weapons, on USAF/USN single and dual seat fighter aircraft. It also includes the hardware and software to allow the JHMCS to perform efficiently with the core weapons avionics of the host aircraft. The helmet-mounted portion of the system includes a flight helmet modified with display optics, image source, helmet tracker sensor, and cabled helmet-vehicle interfaces. Display processor/video hardware and software, cockpit mounted tracker transmitter, tracker processing electronics and software, and interface to aircraft computers, weapons, sensors and controls are common equipment with flexibility to maximize utility of various aircraft. The responsibility of the Contractor for the Depot Activation will include stand-up/conduct of core depot repair operations at Warner Robins Air Logistics Center (ALC) and Naval Sea Systems Command (NAVSEA) Crane. This organic repair capability is intended to be utilized by the JHMCS PBL Contractor via a teaming arrangement under a Commercial Service Agreement (CSA) pursuant to 10 USC 2563. The supply of repair parts will be governed by the CSA. In order to stand-up DoD organic depot repair capability, the Contractor shall provide the following resources and services: technical publications, equipment and tooling, training material, training, on-site/on-call technical support, capability maintenance and support services. Solicitation will be sole source to Vision Systems International, Incorporated, 641 River Oaks Parkway, San Jose CA 95134-1907 (CAGE 06VL3) pursuant to 10 USC 2304(c)(1). However if another Contractor can provide the above mentioned organic repair standup capability for the JHMCS program then please notify the Contracting Officer listed below.
