- The USPFO for California is requesting proposals for the project entitled Alert Crew Quarters for the Fresno Air National Guard Station located at 5323 E. McKinley Ave., Fresno, California, in Fresno County. Solicitation to be issued on or about 1 Fe bruary 2006. A Pre-Proposal Conference and Job Walk will be conducted at 10:00 a.m. PST, Tuesday, 7 March 2006, at the Fresno Air National Guard Station. The work included in this project is comprised of GENERAL CONSTRUCTION of Alert Crew Quarters and asso ciated sitework. The associated North America Industrial Code System (NAICS) code is 236210. This Request for Proposal is a solicitation for full and open competition, unrestricted. However, if a HUB Zone small business submits an offer, all offers will be evaluated by adding a factor of 10 per cent to the price, except that of a HUB Zone small business concern and other small businesses, in accordance with FAR clause 52.219-4 (b). This Request for Proposal will result in a Firm-Fixed Priced Contract for co nstruction of the specified project. Proposals are due no later than 4:30 p.m. PST, on 03 March 2006. The acquisition method is negotiated procurement. Price and non-price factors are approximately equal. Evaluation by the government will result in selecti on of a firm that represents the best value to the Government. Offerors are advised that this project may be delayed, canceled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. Interested contrac tors must register as a plan holder at the National Guard Electronic Business Systems (NG EBS) website at http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp to receive notices of updates and Amendments to this solicitation. The plans a nd specifications will be made available on the Federal Technical Data Solutions (FedTeDS) website. Instructions for accessing FedTeDS are at: https://www.fedteds.gov/. Requests for copies of this solicitation in any other format than what is advertised wi ll be disregarded.
