- NOTE: Any prospective Offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from the I nternet after solicitation issuance. This solicitation will be issued in electronic format only and will be available on or about 10 February 2006; no other media will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. Description of work: Construct a standard design Urban Assault Course (UAC). Primary facilities include the UAC (five stations: Individual Trainer Station, Squad Trainer Station, Grenadier Gunnery Trainer Station, Offense/Defense with Underground Tunnel) an operations/storage building and a field latrine. Construct a modified standard design two-story live fire exercise Shoot House to include a command and control/after action review building, a maintenance/storage building and a latrine. Supporting faci lities will include electric service, communications, security lighting and other site improvements. Appropriate anti-terrorism/force protection measures will be included. Access for individuals with disabilities is not required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). Options may be included in the contract. Offerors are required to submit a price and technical proposal. Each pr oposal shall contain the offeror's best technical proposal and best price. Award will be made to an offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. The esti mated magnitude of this project is from $1,000,000 to $5,000,000. Network Analysis System will be required. This solicitation will be issued using a Low Price Technically Acceptable (LPTA) Request for Proposals (RFP) in accordance with FAR Part 15.101-2.
