Description
The General Services Administration (GSA), Northeast Caribbean Region, announces an opportunity for Construction Excellence in providing services for the Construction of a New US Land Port of Entry, Massena, NY, Solicitation No.: GS-02P-06-DTC-0008(N), Project No.: NNY02002. NOTE: Sources Sought Notice posted on December 21, 2005 referenced Solicitation No.: GS-02P-06-DTC-0006(N) which is incorrect. The correct Solicitation No. for this procurement is GS-02P-06-DTC-0008(N). The selected contractor will be required to provide all management, supervision, labor, materials, supplies, and equipment (except as otherwise provided) and must plan, schedule, coordinate and assure effective performance of all construction to meet GSA and tenant agency requirements. THE PROJECT This project will be constructed on a 40 acre site in St. Lawrence County near Massena, New York, between the St. Lawrence Seaway and the Racquette River. The new facility will replace the existing border station which no longer meets spatial, security and efficiency requirements of the tenant agencies, Department of Homeland Security/Customs & Border Patrol (DHS/CBP), Food and Drug Administration (FDA) and the General Services Administration (GSA). The components of the project include a main building including both administrative offices and a cargo inspection warehouse, canopied primary inspection lanes for private and commercial vehicles, a secondary inspection garage and canopy, a non-intrusive inspection building and a maintenance and storage garage plus accessory utility, roadway and site work. The following is an outline of the project components: 1. Roadways and parking lots: State and local roadway systems are being reconfigured in order to accommodate the new border station. Roadway systems are to comply with NYSDOT (New York State Dept. of Transportation) construction guidelines. a. Internal roadways connect the campus to local and state roads. Construction is to comply with NYSDOT construction design guidelines. b. Parking is provided for employees, visitors, private and commercial vehicles awaiting inspection or being detained. Paving will include both asphalt and concrete systems. c. Traffic control systems such as pavement stripping, bollards, concrete barriers, and curbing are required at the parking areas, internal roadways. 2. Site/Landscape: The site is approximately 45 acres located on an existing traffic circle. The site will be re-graded and planted with low-maintenance indigenous materials, the sub-soil will be layered to promote filtration, drainage and/or retention as required to provide a long lasting, aesthetically pleasing wetland restoration and replacement. The site components include but are not limited to: a. Water supply, storm water and sewage control systems inclusive of detention basins, bio-swales, and sewer systems b. Planting of indigenous grasses, trees, c. Wetlands restoration for approval by the Army Corps of Engineers d. Concrete pads, vaults, equipment foundations, e. General and roadway signage as required for building identification and way-finding, f. Lighting will be provided by pole/post mounted, bollards, and buried equipment as required to maintain typical ambient levels, provide security, allow for way-finding and building identification. 3. Buildings: in general all buildings are steel framed slab-on-grade supported by concrete spread-footing foundations with insulation, sealing, and water/moisture protection systems as required. The following describes the individual campus buildings: a. Main Building: approx. 3,500 square meter 2-story structure with public lobbies, inspection facilities, office and detention spaces, lounge, gym, lockers, and other support functions. Construction elements include but are not limited to a glass and metal curtain wall system, concrete filled steel deck slabs, metal deck roof, PVC membrane roofing system, and steel stairs. Building systems include HVAC, plumbing, fire protection, electrical and infrastructure for security systems provided by others. Vertical transport systems include 3 hydraulic elevators. Interior fit-out includes painted or tiled gypsum wallboard partitions, metal door and hardware systems, borrowed-lite assemblies; acoustic tile and gypsum wallboard hung ceiling systems. Floor finishing systems include seamless resilient resin / rubber floor, ceramic tile, and signage, office, gym, lounge, locker room furniture, cabinetry and equipment are also required. As a possible option the scope of work may also include furniture and equipment. b. Maintenance Garage: approx. 500 square meter 1-story maintenance garage and auxiliary office space with a metal curtain wall system, and metal roofing system. c. Vehicular primary inspection plazas including prefabricated inspection booths below steel plate canopies. The canopies are one story structures that cover an area of approx. 5,000 square meters. d. Secondary Inspection Garage: approx. 600 square meter 1-story enclosed inspection garage with auxiliary office space with CMU walls and a PVC membrane roofing system. This building also houses the emergency generator. e. Secondary inspection Canopy: 1-story structure with steel plate roofing systems providing weather protection for 8 outdoor inspection bays. f. Non-intrusive Inspection Facility (NII): approx. 800 square meters of construction. The NII is a 1-story structure with a cellular polycarbonate glazing system and standing seam metal roofing. GENERAL CONSTRUCTION SERVICES Included but not limited to labor and materials necessary to complete the site and building construction, and move-in for the port of entry campus within the project schedule while maintaining continuous operation of the existing port, roadways, and commercial facilities. The existing port is a 24/7/365 operation. Services are generally described as follows: 1. Management, supervision, trade coordination, scheduling, planning, phasing, 2. Equipment, transportation, disposal services, 3. Coordination with work by other contractors, 4. Building and site construction and commissioning, 5. Obtaining construction permits. SCOPE OF WORK As described in the attached Design Development drawings and the Design Development Narrative dated 11/30/05 and as outlined below: 1. Site/Civil Construction a. Demolition and removal of existing site features, roadways and bridges, cutting, capping and reconnection of existing utilities, b. Clearing, grubbing and de-watering, grading and drainage c. New roadway construction subject to NYS DOT standards and requirements, d. Alteration and improvement to NYS Rte 37, St. Lawrence County Rte 45, Cornwall bridge access road, subject to NYS Department of Transportation standards and requirements, e. Parking areas inclusive of paving, traffic control devices, pavement striping, parking accessories, f. Pedestrian walkways, g. Internal campus roadways, h. Drainage infrastructure, i. Utility connections to building infrastructure, j. Water supply k. Equipment pads, l. Fencing, m. Landscaping, wetland reconstruction, removal of hazardous materials if encountered n. Traffic control devices, o. Signage, p. Exterior lighting, q. Site utility infrastructure systems, vaults, equipment pads and foundations, alterations to existing systems, connection to building systems. 2. Building construction: shell and core, interior fit-out, furniture and equipment including but not limited to: a. 2-story administration building, b. 1-story Maintenance garage and offices c. Secondary vehicular inspection building, toilet facilities and canopy d. Non-intrusive inspection facility (NII) e. Primary Inspection Plazas including commercial and non-commercial inspection booths and associated canopies f. Hazardous materials containment area g. Demolition and removal of existing structures and abatement of hazardous materials 3. Special requirements: including but not limited to a. Progressive collapse, b. Bullet resistant assemblies, c. LEED certification. d. Security infrastructure: the project scope will include infrastructure and power for the security equipment both on the site and within the buildings. The equipment and equipment wiring will be furnished and installed under a separate contract with CBP. It is incumbent upon the contractor to cooperate and coordinate with the CBP contractor in order to provide seamless, on-time delivery. The Overall Estimated Construction Cost Range for this project is $35,000,000 to $45,000,000. Through the Construction Excellence program, GSA will employ the best practices that will result in the best project for the best value; and procure the highest quality construction services as early as practical. GSA is actively seeking General Contractors who can provide full Construction Services for this project through a procurement method developed in accordance with FAR Part 15.1, ?Source Selection Processes and Techniques?. This will be a competitive acquisition, utilizing the two step source selection procurement method. The subject procurement will be solicited in two parts. Part One will require offerors to submit data regarding technical qualifications. Offerors will be given a description of the project and approximately ten select drawings. The Government will review technical proposals submitted to determine which are acceptable to the Government or could be made acceptable to the Government. All offerors meeting the technical qualifications in Part One will be allowed to go forward into Part Two and submit a firm fixed price proposal. The Government will make award to the offeror submitting the lowest-priced technically acceptable proposal. GSA intends to award a Firm-Fixed Price contract for the following services: Construction of a New US Land Port of Entry, Massena, NY The Technical Evaluation Factors for this project are (ALL FACTORS WILL BE EVALUATED ON A GO/NO-GO BASIS): Factor No. 1: Firm Profile Factor No. 2: Qualifications of Key Personnel Factor No. 3: Experience and Past Performance on Similar Projects Factor No. 4: Project Management Plan Details on the submission requirements for the Technical Evaluation factors will be issued in the RFP. SCHEDULE The schedule for award is as follows: Issuance of Part I, Request for Proposals (RFP) for Construction of a New US Land Port of Entry, Massena, NY is anticipated to be on or about February 15, 2006. Selection of the offerors found to be technically acceptable will be made in May 2006. Issuance of Part II, RFP for price proposals is anticipated in June 2006. Award and performance for the work is anticipated in the summer of 2006. PRE-PROPOSAL CONFERENCE A Pre-Proposal Conference will be held for this procurement. The pre-proposal conference will be at 10 am on February 22, 2006 at the Quality Inn, 10 West Orvis Street, Massena, NY 13662. This conference will be held to discuss the project and address any questions or concerns. DOCUMENT SECURITY In order to be able to obtain a copy of the bid documents/specification/drawings, you must provide the following Valid Identification to the issuing office. Federal Government users: Valid identification of authorized Government users receiving SBU building information shall be verification of Government employment. Non-Government users. Authorized non-Government users shall provide valid identification to receive SBU building information. The identification shall be presented and verified for each dissemination. Valid identification shall be all items (a) through (c), below, and including item (d), as necessary: (a) A copy of a valid business license or other documentation granted by the state or local jurisdiction to conduct business. The license at a minimum shall provide the name, address, phone number of the company, state of incorporation, and the name of the individual legally authorized to act for the company. The business must be of the type required to do the work. A general contractor's license may be substituted for the business license in states that issue such licenses. In the rare cases where a business license is not available from the jurisdiction, the information shall be provided and testified to by the submitter; and (b) Verification of a valid DUNS Number against the company name listed on the business license or certification. Verification may be obtained through http://www.fpdc.gov, or by calling Dun & Bradstreet at 703-807-5078 to set up an account; and (c) A Valid IRS Tax ID Number of the company requesting the information; and, as necessary, (d) A Valid picture state driver's license shall be required of person(s) picking up SBU documents. Phone verification must be made to a previously validated authorized user that the individual(s) picking up the documentation is authorized to do so by the company obtaining the documents. SBU documents will not be released to any individual or firm who has not, either previously or at the time of pickup, supplied the required documentation as outlined in paragraphs (a) through (c), above.
