- Pre-Solicitation Notice – The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), intends to issue an Invitation for Bids (IFB) for Renovation Phase I of the Jamie Whitten Delta States Research Center, Stoneville, Mississippi. This action is a 100 Percent Small Business Set-Aside procurement in accordance with the Federal Acquisition Regulation Part 19.5. The total estimated cost of construction is between $3,000,000 and $5,000,000. Time for completion will be 430 days after Notice-to-Proceed for construction is issued. A pre-bid conference will be held on or about November 23, 2004. Sets of plans and specifications will be available for a NON-REFUNDABLE charge of $100, payable by check or money order to USDA, Agricultural Research Service, and submitted to USDA, ARS, FD, FCB, 5601 Sunnyside Avenue, Mail Stop 5124, Beltsville, Maryland 20705-5124. The solicitation is scheduled to be released on or about November 10, 2004, with bids due on or about December 14, 2004, at the Jamie Whitten Delta States Research Center, in Stoneville, Mississippi with the exact location and time identified in the solicitation. The work includes, but is not limited to selective demolition of existing walls, windows, and casework; construction of new walls, windows, ramps and stairs; demolition of existing mechanical and electrical equipment; installation of new mechanical equipment; installation of new electrical equipment; removal of existing roofing; installation of new roofing; construction of a new utility tunnel; and demolition of existing paving and installation of new paving.
