DATE: January 27, 2006 REQUISITION NUMBER: 06S064026 INTENDED SOURCE: NMS Imaging, Inc. 12041 Bournefield Way, Suite A Silver Spring, MD 20904-7816 Phone: (301) 622-4300 The Program Support Center Acquisitions Branch intends to award a sole source contract to NMS Imaging, Inc. for the following software support and maintenance for the Financial Management Service (FMS)of the Department of Health and Human Services (DHHS): 1. Invs lic-Process/Email Opt Pk 2. WebXtender, 10 Users 3. EFLOW Professional License, 26 Users 4. EFLOW Server, Level B 5. Active Listener, 20 Users 6. 3520D Kodak Scanner. The core Business Process software used in the Accounts Payable System at FMS is eFlow, a commercial off the shelf application designed and developed by NMS Imaging, Inc. for which they hold proprietary rights. The additional software products required were integrated into the eFlow platform by NMS to provide the functionality required by the system and has been maintained by NMS since its initial acquisition. NMS Imaging?s experience with and proprietary knowledge of the eFlow system, coupled with their expertise in the annual maintenance of software to the eFlow system, makes them the only provider of these specific services. The Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b)(1). Interested parties capable of responding to the requirement may submit a capability statement specifically identifying their ability to accomplish this requirement. Responses are due within 10 days after publication of this notice. Responses shall be reviewed solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed acquisition following consideration of responses to this notice is solely with the discretion of the Government.
