Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined Synopsis/Request for Quotation number is AMSTAT-RE-0-0106. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08, dated 05 Jan 06. The associated NAICS Code is 541519. The requirement is to provide documents online, via a WEB site, in ADOBE PDF format, and available for immediate download to the desktop. All Windows platforms, including Windows 98, Windows 2000, and Windows XP shall be supported. Internet Explorer 6 or greater shall be supported. There is to be 5 simultaneous / concurrent user access. The documents to be provided are: a) Complete DOD Specification and Standards, b) Complete Hist orical DOD Specification and Standards, c) Complete DOD Adopted Standards, d) Complete Society of Automotive Engineers (SAE) Standards, e) Complete American Welding Society (AWS) Standards, f) Complete NATO Standards, g) Complete American Society of Testin g and Materials (ASTM) Standards, and h) Commercial and government parts search capability by part number, keyword, or manufacturer name to locate supplier and part information  including pricing, inventory status, and direct links to manufacturers WEB si tes. FOB Destination will apply. No options will be included. Equipment is for AMSRD-TAR-E/PDL, Warren, MI. Provision at FAR 52-212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following factors will be used to evaluate of fers, prioritized from most important to least: i) technical capability of the product offered to meet the Government requirement, ii) number of documents provided, and iii) price, which is to include itemized Societies Specifications & Standards. Offeror s must: 1) provide the ability to purchase individual Specifications and Standards for those documents which are not part of our subscription service. The options available to purchase individual documents must include Visa Credit Card and Deposit Account s; 2) provide a Web based service with accurate searching capabilities for the Specification and Standards. Among the required searching parameters include: a) Document Name, b) Document Number, c) Wild Card Searches, d) Date, e) Revision, f) Organi zation, g) Status (Active/cancelled); 3) search results that include the following detailed information about the document: a) Document Abstract, b) Complete Revision History, c) Preparing Organization Information, d) Status (Active/Cancelled), e) DOD Adop ted (Yes/No), f) Replacement Documents if applicable; 4) weekly update service to stay current with document revisions, changes, and new documents; 5) have the ability to provide controlled access without requiring individual user authentication; 6) provid e Real-Time customer support and onsite training at least once per fisical year; and 7) Quarterly Usage reports that show detailed usage statistics for subscribed services. These reports shall be in an electronic format and viewable in either Microsoft Ex cel, Microsoft Word, or PDF formats. Offers are advised to include a complete copy of the Provision 52.212-3, Offeror Representations and Certifications-Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The US Army Tank Automotive Command intends to negotiate solely with Informat ion Handling Services, Englewood, CO, the incumbent.
