Description
The Social Security Administration (SSA) has a requirement for the services of a contractor to conduct a California Human Immunodeficiency Virus/Auto-Immune (CA HIV/AI) demonstration that will test the extent to which providing a flexible health plan and employment support services to disability beneficiaries has an impact on the beneficiary?s ability to return to work. The purpose of the health plan is to provide immediate access to healthcare services and resources required for a successful return to work. Demonstration project participants will also receive comprehensive employment support service coordination from the California Department of Rehabilitation (DOR). The contractor will also establish an Expert Medical Unit (EMU) comprised of medical and other specialists with expertise in the areas of HIV/Acquired Immunodeficiency Syndrome (AIDS), immune and/or auto-immune disorders. The EMU will provide case consultation services to DOR regarding the unique medical, psychosocial, and employment support needs of the target population. Specifically, contractor services required include (1) refining the final plan of the demonstration and evaluation; (2) conducting the demonstration in the California counties of Los Angeles, San Francisco, San Diego and Alameda; (3) recruiting current disability beneficiaries with a diagnosis of HIV/AIDS, auto-immune and/or immune disorder to participate and dividing participants into a treatment group and a control group; (4) establishing an Expert Medical Unit (EMU) to provide consultation services to the contractor and DOR; (5) working with the EMU to identify an appropriate health plan for treatment group participants; and (6) performing a detailed evaluation of the demonstration and an analysis of its outcomes that will allow SSA to determine whether such services might produce positive work results for beneficiaries while providing long-term financial savings for SSA. SSA anticipates awarding a cost-plus-fixed-fee type contract with an approximate 5-year period of performance. The acquisition will be conducted using Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The North American Industry Classification System (NAICS) code for this requirement is 541720 with a size standard of $6.5 million. Offerors must be registered in the Central Contractor Registration (CCR) database prior to award of any contract. This is an unrestricted requirement and proposals from all responsible sources will be considered by the Agency. The estimated date for issuance of the Request for Proposal (RFP) is on or about February 10, 2006 with proposal responses due 30 calendar days after date of issuance unless otherwise extended. The solicitation and any amendments (and any related documents) will be available via the Government-wide point of entry (GPE) located at www.fedbizopps.gov for all interested parties. Requests for hard copies will not be honored. Potential offerors shall be responsible for monitoring the GPE internet site for release of the solicitation, amendments (if any), and responses to any questions submitted in accordance with the solicitation provisions.
