- The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) has a requirement for a single frequency tunable diode laser to perform measurements on the exciton-biexciton coupling the InGaAs/GaAs quantum dots. The laser will be used in a typical pump-probe experiment in conjunction with a fixed one and must be able to operate mode-hop free over the entire range of expected biexciton binding energies (In NIST's system this is greater than 3nm). In order to resolve the spectral features expected, this laser must also have a linewidth much less than the homogeneous transition of the quantum dots (approximately 100 MHz). The required technical specifications are as follows: Wavelength of operation: 1030 nm to 1090 nm; Coarse tuning range: 10 nm; Mode-hop free tuning range: greater than 5 nm (greater than 1500 Ghz); Fine-frequency modulation bandwidth: 1 KHz; output power: greater than 5mW (more is always better); and Linewidth (20ms): less than 1 MHz. Technical merit, as well as price, will be considered in selecting a vendor. Any questions must be submitted in writing to the Contracting Officer by fax or by e-mail. You may submit your proposal by e-mail (preferred), fax, or by mail. Proposals must be received on or before close of business February 14, 2006. Please include delivery date, F.O.B. point, and Dun and Bradstreet Number. Vendors must also be registered with the Central Contractor Registry (CCR) at www.ccr.gov. The solicitation incorporates provisions and clauses in the Federal Acquisition Circular 2005-08. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation ? Commercial Items ? The government will award a fixed price purchase order resulting from this solicitation to the responsible offeror whose offer will represent the best value to the government, price and other factors considered; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items ? Offerors must include a completed copy of Offeror Representations and Certifications along with the offer; FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition.
