- Description
- This is a modification to the National Institutes of Health?s notice of intent published in the Federal Business Opportunities September 13, 2005, Reference Number AM91305. The National Institutes of Health, intends to negotiate for commercial supplies and services on a sole source basis, in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Government intends to negotiate on a sole source basis with General Electric Medical Systems, 3000 N Grandview Blvd., Waukesha, WI 53188-1615. The Government intends to negotiate a one year base contract with four one-year options to extend the period of performance. The Government will obtain maintenance and support for the following three General Electric Advance, Positron Emission Tomography (PET) Scanners: GE1, Model Number 46-311001G2, Serial Number 101PT6; GE2, Model Number 46-311000G1, Serial Number 443PT2; and GE3, Model Number 46-311000G6, Serial Number 1707PT9. The supplies and services are proprietary and commercial as defined in FAR Part 2. The General Electric Scanners are currently located on the National Institutes of Health?s main campus in Bethesda, Maryland. The contractor shall provide preventive maintenance, emergency visits, spare parts, and hardware and software upgrades to the General Electric Advance, Positron Emission Tomography (PET) Scanners specified above. The total amount of the contract including all option periods will not exceed $5 million. General Electric Medical Systems is the only know source capable of providing the proprietary hardware and software required to maintain the Positron Emission Tomography (PET) Scanners as well as provide the spare parts and maintenance support. This action is under the authority of 41 U.S.C. 253( c )(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition shall be processed under Simplified Acquisition Procedures and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this procurement is 811219, Other Electronic and Precision Equipment Repair and Maintenance and the Small Business Size Standard is $6.0 million. The following FAR provisions and clauses shall apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial; FAR 52.212-2, Evaluation Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items; FAR 52.246-2, Inspection of Supplies ? Fixed Price; FAR 52.246-4, Inspection of Services-Fixed Price; FAR 52.217-9, Option to Extend the Term of the Contract. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 calendar days after publication of this synopsis will be considered by the Government. The 10 day response time is established in accordance with FAR 5.203 and considered reasonable for this amended synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
