Description
Please note that this is amendment number 2 to Synopsis/Solicitation number W81XWH-SR-5326-0700 to answer all questions regarding the Synopsis/Solicitation. This will be a Firm Fixed Price contract, which the contractor will get their money from the funds they collect and put in the escrow type fund that is addressed in the Synopsis/Solicitation. There will be no payments made through DFAS or by Credit Card. The Contractor will draw funds from the account that they put the monies into as they collect them. The Armed Forces Insititute of Pathology will coordinate and have to approve any such withdrawal. The total dollar amount will equal between $ 200,000 and $ 300,000 annually, which represents as many as 500 contributors. No Insurance carries are involved and this will strictly be a fee for service business. OTHER QUESTIONS 1. Does this contract come under the GSA? No 2. Must vendors be on GSA Schedule at time of award? No 3. Must bidders have Federal government contracting experience, or will nationwide or decades of healthcare collections experience be sufficient for consideration of award? Bidders should have Federal government contracting experience, but is not required. 4. Is there anyone currently under contract or providing the requested services? no 5. If yes, by whom, and at what fee? N/A 6. How long have they been providing services? NA 7. What liquidation rate are you receiving?NA 8. Why is the contract out to bid? This is the first time these type of services have been bid. 9. Is this the first time this contract has been out to bid? yes 10. How many vendors will be selected? One 11. Will there be an opportunity for vendors to give an oral presentation prior to contract award? Only if there is a need. 12. Will a site visit be conducted prior to contract award? Not needed. 13. When is the contract start date? As soon as contract is awarded, with a base and four option years. 14. Are accounts considered primary placements, that is, have they not been worked by any other agency before being placed with the selected vendor(s)? yes 15. The age of accounts is over 90 days. What is the average age of accounts? Avg between 90 days and 15 months. 16.What internal treatment do accounts receive before they are placed for servicing? Statements and dunning notices at 30, 60 and 90 days, plus a phone call at 45 days. A final phone call will be made before turning over to a collection agency. After that point, we will not accept cases until the bill is paid in full. 17. The Armed Forces Institute of Pathology will transfer 500 to 600 accounts to the Contractor upon award. Are the accounts a backlog? All the work has been completed for each case, which is reflected in the invoice for each If so, what is the average a ge of those accounts? The oldest account is 15 months. Is there a forward flow of accounts? Any account past 90 days will flow to the next year. Can you specify the average number of accounts placed annually? No 18. What is the geographical coverage of where accounts holders reside? Majority in the greater DC area, but many are scattered throughout the US, a few are international. 19. It is stated that 95% of account holders must be located and contacted. Can you please clarify what is meant by that, and what that requirement is based on? Is that a requirement under any current contract, and is that requirement being met? No Is it known whether all these accounts require skip tracing? no 20. What is meant by The account database may not contain more than 5% of incorrect, inaccessible or inappropriate lines of information? All account information, on which you are basing your payment for services, must only have a 5% error rate. Notify the government within 15 days of incident? Pretty explicit. 21. Approximately how many accounts are litigated annually? None, so far 22. Do you want a separa te fee for accounts requiring litigation, separate from those in collections? Yes 23. What is an Administration Resolution? Payment Resolution. 24. Who is the contractor collecting for? Medical Services. 25. What does borrower mean? The borrower will be the person or group that the Contractor will be collecting. 26. What does number 5 of service requirement mean? Please note that this should read as follows: -- Protect the Federal Government against loss of monies.
