- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and FAR Part 13. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is HSCG23-06-Q-HLX001, and is issued as a request for quotation (RFQ). The document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08. This RFQ is issued under Full and Open Competition. Quotes based on existing GSA related contracts are acceptable. Your GSA Schedule/Contract Number and expiration date shall appear on the quote. The associated NAICS Code is 333618. The US Coast Guard has a requirement to purchase General Motors-Detroit Diesel Engines, Model 16V92 with ZF reduction gear no. 2550. The engines should be built according to the follow specifications. Provide a price for CLIN 0001, Specification No. 16VF5978, Model 8163-7400 (QTY 1); CLIN 0002, Specification No. 16VF5980, Model 8163-7400 (QTY 1); CLIN 0003, Specification No. 16VF5981, Model 8163-7400 (QTY 1); CLIN 0004, Delivery/Freight (1 JOB). Delivery shall be to Base Naval de Pureto Cortes, Puerto Cortes, Honduras Central America. By (Provide Delivery Date as the Number of Days After Reciept of Order with Quote), as FOB Destination. Inspection and acceptance shall be at destination. The Coast Guard intends to make a single award to the responsible vendor whose quote, conforming to this combined CBD synopsis/solicitation is the most advantageous to the Government. The following FAR provisions are incorporated by reference: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items - The following factors shall be used to evaluate quotes: Delivery and Price; 52.212-3, Offeror Representations and Certifications-Commercial Items (must be submitted with offer); 52.212-4, Contract Terms and Conditions-Commercial Items, the following terms and conditions are added as an addendum to this clause: Invoice - the Vender is required to submit invoices which contain all of the information specified in FAR Clause 52.232-25, Prompt Payment. A DD Form 250 may be used as an invoice provided it includes all information in Clause 52.232-25; FAR 52.212-5, Contract Terms And Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies, with addenda clauses FAR 52.222.25 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222.26, Equal Opportunity; FAR 52.222.36, Affirmative Action for Workers with Disabilities; and FAR 52.222.37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.204-3, Taxpayer Identification; 52.204-7; Central Contractor Registration. This additional HSAR provision is applicable for Open Market Quotes: HSAR 3052.209-70, Prohibition on contracts with corporate expatriate ? Section 835 of Public Law 107-296, prohibits the Department of Homeland Security from entering into any contract with a foreign incorporated entity after November 25, 2002, which is treated as an inverted domestic corporation as defined in this clause. Vendors wishing to respond to this solicitation should provide this office with the following: a price quote on company letterhead for the requested items showing unit price, extended price, FOB point, prompt payment terms, remittance address, Cage Code, DUNS number, Tax Identification Number, and name and phone number of vendor?s point of contact, and a completed copy of FAR 52.212-3.
