- The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC) is issuing notice of intent to negotiate a sole source modification to a current contract with the National Academy of Science?s National Research Council (NRC) to provide additional research associates needed to perform research in various NOAA laboratories to support mission essential research projects and programs. Proposed contract modification to be negotiated is to increase the level of effort by adding 38 additional research associates to the base year and four one-year options. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Under the congressional charter, NRC currently serves as an independent advisor to the Federal government on scientific and technical questions of national importance and operates as a nonprofit organization bringing the resources of the scientific and technical community to bear on national problems through its volunteer advisory committees. The program administration includes identifying research associates in the fields of Meteorology, Climate and Air Quality, Earth Science, Hydrology, Oceanography, Limnology, Space Sciences, Fisheries and Marine Mammals, Toxicology and Molecular Biology; processing applications; and establishing or renewing sub-agreements for research associates. NRC manages a quality program that attracts the brightest scientists in the world and draws on a vast resource of thousands of NRC panelists who are experts in their respective fields. This resource base significantly enhances NRC?s ability to conceptually review and evaluate the scientifically diverse applications received and to minimize the margin of error associated with accurately assessing the prospective applicants? abilities to produce the highest quality work during their tenure. The program conducted by the Academy cannot be duplicated as the existing level of expertise and prestige could not be garnered from any other sources. Interested parties may identify their interest and must provide written evidence of their capability to respond to the requirement by February 14, 2006. Telephone requests will not be accepted. This notice of intent is not a request for competitive proposals. A determination by the Government to compete this proposed modification is based upon the written responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
