- The National Wildfire Coordinating Group (NWCG) is made up of the USDA Forest Service; four Department of the Interior agencies: Bureau of Land Management (BLM), National Park Service (NPS), Bureau of Indian Affairs (BIA), and the Fish and Wildlife Service (FWS); and State forestry agencies through the National Association of State Foresters; and Federal Emergency Agency (FEMA), United States Fire Administration (USFA). The purpose of NWCG is to coordinate programs of the participating wildfire management agencies so as to avoid wasteful duplication and to provide a means of constructively working together. Its goal is to provide more effective execution of each agency_s fire management program. The group provides a formalized system to agree upon standards of training, equipment, qualifications, and other operational functions. E-Learning conceptually represents the optimum integration into NWCG courses of modern educational methodology to educate and train a professional work force using state-of-the art instructional technology. The mission is to provide access to the highest quality wild-land fire education and training using appropriate instructional technology and delivered anywhere-anytime to prepare an efficient and effective fire management work force to safely achieve fire management objectives. Organizational performance is assured by providing standardized training with the capability to deliver learning content anytime, anywhere and to make available frequent opportunities to practice critical skills. This effort supports the National Fire Plan and interagency wildfire preparedness activities by developing a comprehensive strategy which provides a framework and technical assistance guidelines for equitable, efficient and effective incremental implementation of e-learning technology. A comprehensive analysis of NWCG Field Manager_s Course guide (FMCG) courseware conducted in phased approach based on government provided priority (not to exceed 110 courses), detailed FMCS e-Learning strategy focusing on the web-enablement of all courseware, and recommendations for future e-Learning technology integration. E-Learning delivery recommendation (s)/options are to focus on non-proprietary solutions and adaptiveness to both current and future courseware. These phases shall be performed over a 1-year period.
